If TikTok Shop rejected your supplement application over a missing FDA facility registration, the first question to settle is whose registration it wants — not where to buy one. TikTok’s US dietary supplement policy says manufacturers, importers, and repackers may be asked to show proof of an active FDA food facility registration. FDA registration belongs to the physical facility that manufactures, processes, packs, or holds the product. For TikTok qualification, the proof must also match the manufacturer or importer identified on the product label. If another company makes your supplement, start by obtaining that facility’s current proof rather than filing a registration for your brand by default.
JurisdictionUnited StatesFederal scope
Two facts change how much this costs you. FDA charges no fee to register a food facility, and FDA does not require anyone to use a third-party business or “registrar” to do it. Everything below puts the free route first.
What TikTok is actually asking for
TikTok policy is not federal law
TikTok Shop’s category rules are private platform requirements. They decide what TikTok will accept from a seller who wants to list in a restricted category. They do not decide who is legally required to register with FDA, and meeting them is not the same thing as being compliant with U.S. law. The reverse is also true: a facility can be perfectly registered under federal law and still have a TikTok application rejected because the document uploaded was cropped, expired, or issued to the wrong entity.
Dietary Supplements is an invite-only category on TikTok Shop. Sellers are directed to their Account Manager for access, and documents are submitted through the Qualification Center in Seller Center.
FDA facility registration is not FDA approval
FDA does not approve dietary supplements for safety and effectiveness before they are sold. Registering an establishment with FDA does not denote approval of that establishment or of anything it produces. Registration is a notification requirement that helps FDA locate and contact facilities in the food supply; it is not a quality mark, a license, or a clearance.
This matters for two practical reasons. First, no amount of registration paperwork will fix a listing that was rejected over claims, labels, or a prohibited ingredient. Second, marketing a supplement as “FDA approved” or “FDA certified” on the strength of a facility registration misstates what the registration is, and misuse of the FDA logo can carry legal consequences.
Step 1: Diagnose the rejection before you spend anything
Work through this list before contacting any service provider.
- Open the exact rejection reason. In Seller Center, go to My Account → Account Settings → Qualification Center → Category Qualification, then open the rejected category to read the stated reason. TikTok’s own guidance says most category rejections come from incomplete, incorrect, or low-quality documents rather than from a missing legal qualification.
- Identify which applicant role the request assumes. The supplement policy sets different document sets for manufacturers, importers, and repackers than for resellers. A registration request aimed at manufacturers is a signal about how TikTok has classified your application, and that classification may be wrong.
- Write down the manufacturer or importer name exactly as it appears on the product label. This is the string TikTok compares against.
- Ask whether the facility is already registered. Contact the manufacturer, co-packer, or distributor and ask for the registered establishment name, the facility’s physical address, and confirmation that the registration is currently active.
- Check what the responsible facility can access. Food-facility registration is not a public certificate lookup. Ask the facility to open its authorized FDA Industry Systems account and provide a clear screenshot from the official FDA registration system, or use a qualifying third-party verification letter. TikTok requires the screenshot to visibly come from the official FDA website.
- Confirm the rest of your document set is complete. A registration fix will not clear an application that is also missing a cGMP certificate, a qualifying test report, label images, or an invoice.
If steps 1 through 5 show that the correct facility is already registered, you do not need a new registration. You need better proof.
Step 2: Find out whose registration applies
Under U.S. law, the registration obligation follows the activity, not the brand name on the bottle. Domestic and foreign facilities that manufacture, process, pack, or hold food for consumption in the United States must register with FDA unless an exemption applies. Dietary supplements and their components are treated as food for this purpose, so supplement facilities register as food facilities — there is no separate dietary supplement registration.
Find your situation below.
Keep the two tests separate. This role analysis identifies which facilities may have a federal registration obligation. TikTok applies an additional proof-matching rule: the establishment name on the submitted proof must match the manufacturer or importer named on the product label. A facility can be legally required to register without its record being the document TikTok wants for this application.
You own the brand and a contract manufacturer makes the product. The facility that physically manufactures, packs, or holds the supplement is the one that registers. Your own company registers only if it separately operates a facility that manufactures, processes, packs, or holds the product. Ask your co-packer for its registered establishment name and address.
You import finished product and store it yourself. Two facilities are in scope: the foreign manufacturing facility, and the U.S. facility that holds the product. A facility that holds imported food intended for U.S. consumption is required to register.
You import but never take physical possession. A broker who does not manufacture, process, pack, or hold food is not required to register. If title passes to you but the goods move from the manufacturer to a third-party warehouse without your facility touching them, the registrations that matter belong to those facilities, not to you.
You repack or relabel. Packaging bulk material into retail units is a manufacturing/processing activity. If you do this, the facility where you do it is yours to register.
You are a reseller buying sealed retail units. Do not assume you need a facility registration in your own name. TikTok’s current reseller path requires a legible invoice or proof of purchase issued by the manufacturer or distributor, dated within the last 180 days, plus a qualifying product lab report and sample-label images. The invoice must meet the specific account, supplier, quantity, category, and language rules in the supplement policy. Separately, a facility whose primary function is selling food directly to consumers, including over the internet or by mail order, can fall within FDA’s retail food establishment exemption.
You use a third-party fulfillment warehouse. A 3PL that holds food may have its own FDA registration obligation. But its registration does not automatically satisfy TikTok’s qualification request, because TikTok says the establishment name on the proof must match the manufacturer or importer identified on the product label. Treat the 3PL record as a separate legal registration question unless TikTok confirms it is the proof requested for your application.
You operate from home. A private residence is not a “facility” and is not required to register. A separate commercial building on the same property that is no longer usable as part of a private home is a different matter and may need to register.
One more distinction worth holding onto: registration is facility-based, not product-based. Each physical facility registers on its own. A parent company does not register once for everything it owns.
Step 3: Fix the mismatch
Most registration-related rejections are identity problems rather than legal ones. TikTok’s supplement policy states that proof of FDA food facility registration must show the name of the registered establishment — which must match the manufacturer or importer listed on the product label — and the physical address of the registered establishment. Its accepted formats are a verification letter from a third party confirming valid FDA food facility registration, or a screenshot from the FDA Direct website showing valid registration. A third-party letter must clearly display the third party’s name and contact information.
The establishment name does not match the label
The label says one company while the registration is under another — perhaps a holding company, a different legal entity, or a co-packer rather than the brand. Do not rename a registration or alter a label merely to force a match. First identify the actual manufacturer or importer, confirm the correct facility record, and correct whichever underlying record is factually wrong through the responsible party. If both documents are accurate but describe different roles, submit proof for the manufacturer or importer TikTok expects or ask the Account Manager to clarify the role classification.
The address on the proof is wrong
The proof needs the physical address of the registered establishment. A brand headquarters, a mailing address, a virtual office, or a 3PL’s corporate address will not match. Note that FDA verifies that the facility-specific address tied to the facility’s unique identifier matches the address on the registration, so an address mismatch is often a real data problem inside the registration itself rather than a screenshot problem.
The registration is expired or was never renewed
Active food-facility registrations are renewed between October 1 and December 31 of each even-numbered year. Because 2026 is an even-numbered year, the next renewal window runs from October 1 to December 31, 2026. But if a prior renewal deadline was missed and FDA already treats the registration as expired, waiting for the next renewal window is not the fix. FDA’s registration workflow covers a previously registered facility that passed the renewal deadline; the responsible facility should submit the appropriate new registration and obtain current proof. Renewing an active record, updating its details, and replacing an expired record are different actions.
The proof format was rejected
A cropped image, a hand-typed registration number, or a document with no visible issuer may fail the proof check. If you are submitting a screenshot, capture enough of the page to show that it comes from the official FDA website and includes every required field. If you are submitting a third-party letter, make sure the issuing firm’s name and contact details are on it.
You are a reseller and were asked for the wrong document
If you buy sealed retail units and TikTok has asked you for a manufacturer’s document set, the mismatch may be in how the application was classified. Review the specific supplement policy for the reseller path and assemble the complete current set: the qualifying invoice or proof of purchase, the required product lab report, and sample-label images. Resubmit through the Qualification Center. Contacting your Account Manager is the route TikTok points to for the invite-only supplement category.
Doing it directly with FDA
FDA states plainly that there is no fee to register a food facility and that registrants are not required to use a third-party business or “registrar.” Registration, renewal, updates, and cancellations are submitted electronically through FDA Industry Systems, using the Food Facility Registration Module. Electronic submission has been required since January 4, 2020 unless FDA has granted a waiver.
Register a facility that is genuinely unregistered
Registration must be submitted before the facility begins manufacturing, processing, packing, or holding operations. Before registering, the facility needs a business number from the Dun & Bradstreet DUNS registry — DUNS is the unique facility identifier FDA recognizes. FDA will not confirm the registration or issue a registration number until it has verified the identifier and confirmed that the facility-specific address associated with it matches the address on the registration.
Update a registration that has wrong details
If the establishment name, address, operation type, or contact information is wrong, submit an update. Updating is not the same operation as renewing, and doing one does not accomplish the other. For foreign facilities, a change of U.S. agent must be reflected in an update within 60 calendar days of the change.
Renew during the biennial window
Renew between October 1 and December 31 of the even-numbered year. Where nothing has changed since the preceding registration, renewal, or update, FDA provides an abbreviated renewal process in which the registrant confirms that no changes have been made and certifies that the information is truthful and accurate.
Recover lost access or a lost PIN
If the facility is already registered but nobody can get into the account, do not re-register. FDA’s instruction is to contact it for help at 1-800-216-7331, at 240-247-8804 from outside the United States, or by email at furls@fda.gov. The facility will be asked to provide information on company letterhead signed by the owner, operator, or agent in charge so FDA can verify its identity before restoring account access. Filing a duplicate registration instead creates a second record and a second identity mismatch to explain later.
Designate a U.S. agent — foreign facilities only
A foreign facility must designate a U.S. agent who resides or maintains a place of business in the United States and is physically present there. The agent acts as the communications link between FDA and the facility. A foreign facility has one U.S. agent for registration purposes, and FDA may hold shipments at the port of arrival if a foreign facility has not listed a U.S. agent who agreed to serve.
If your facility is in the United States, this section does not apply to you.
Where a U.S. agent is needed, agents may charge for the service, and FDA treats that as a matter between the facility and the agent. FDA does not recommend or endorse any firm as a U.S. agent and is not affiliated with firms offering the service. A company having “FDA” in its name tells you nothing about its standing with the agency.
What registration proof does not fix
Registration is one gate. TikTok’s supplement policy separately addresses other requirements, and clearing one does not clear the others:
- cGMP evidence. Manufacturers are asked for proof of cGMP certification that is valid at the time of submission.
- Test reports. The policy describes three routes: a report from a TikTok Shop Accredited Partner Laboratory; a report from an in-house ISO/IEC 17025-accredited laboratory plus a valid ISO certificate; or a report from an in-house laboratory plus a valid cGMP certificate compliant with 21 CFR 111 or 21 CFR 117.
- Product images and labels. Real photos of the actual product, including the required panels.
- Invoices. Required on the reseller path.
- Claims and content rules. Health-related claims are restricted across TikTok Shop independently of your documents, and some supplement types are not permitted at all.
Separately, none of this is a substitute for the underlying federal obligations that apply to your product regardless of where you sell it — labeling requirements, manufacturing practice requirements, and the responsibility to ensure the product is safe and that claims are truthful and not misleading.
When paid help is worth it, and what not to buy
Paid help can be a reasonable choice. It is not a requirement imposed by FDA, and the situations where it earns its fee are narrower than the marketing suggests.
Reasonable reasons to pay someone:
- Your facility is outside the United States and you need a U.S. agent.
- Your supply chain is complex enough that the role analysis is genuinely unclear — several facilities, several countries, or a contract manufacturer who also warehouses.
- Your manufacturer will not give you acceptable proof and you need a verification letter from a firm that can confirm the registration.
- You need label review, cGMP work, or laboratory testing, which are separate problems from registration.
What not to buy:
- A “Certificate of FDA Registration” sold to you as a government document. FDA does not issue a certificate of registration and does not recognize a certificate of registration issued by a private business. A third-party letter may still satisfy TikTok as a platform matter — that is TikTok’s choice — but it is not a government certificate, and it should never be presented to customers as one.
- Any service sold on the premise that FDA requires an intermediary. It does not.
- A U.S. agent for a domestic facility. The requirement attaches to foreign facilities.
- A second registration for a facility that is already registered but has lost its PIN. FDA’s own instruction is to contact the help desk instead.
- “FDA approved” or “FDA certified” positioning for a supplement. Registration is not approval.
Limitations of this guide
This page describes United States requirements only, checked on August 24, 2026. TikTok Shop’s category policies change, and the requirements that applied when your application was submitted may not be the ones on the page today — read the current policy in Seller Center before acting on any of it. Nothing here promises that TikTok will approve, reinstate, or restore any application, listing, or shop, and no review outcome or timeline is guaranteed. This is general information, not legal or regulatory advice for your specific facility or product. How we research and check this material is described in our editorial methodology.
Frequently asked questions
Does TikTok Shop require me personally to have an FDA registration?
Not necessarily. TikTok’s supplement policy says manufacturers, importers, and repackers may be asked for active FDA food-facility-registration proof. Under U.S. law, the obligation follows the activity — facilities that manufacture, process, pack, or hold food register unless exempt. TikTok separately requires the proof to match the manufacturer or importer identified on the label. Resellers follow a different qualification path that includes a qualifying invoice, product lab report, and sample-label images.
Does FDA registration mean my supplement is FDA approved?
No. FDA does not approve dietary supplements for safety and effectiveness before they are sold, and registering an establishment does not denote approval of that establishment or its products. Registration is a notification requirement, not a clearance or a quality mark.
How much does FDA food facility registration cost?
FDA charges no fee to register a food facility, and registrants are not required to use a third-party registrar. Any amount you pay is a private service fee, not a government charge. A DUNS number, which FDA requires as the facility identifier, is obtained from Dun & Bradstreet.
TikTok asked for a registration certificate. Where do I get one?
FDA does not issue a certificate of registration and does not recognize one issued by a private business. What exists is the registration confirmation the facility receives through FDA Industry Systems and the facility’s record in the Food Facility Registration Module. TikTok’s policy states that it accepts either a screenshot from the FDA Direct website showing valid registration or a verification letter from a third party, provided the letter displays that third party’s name and contact information.
Do I need a U.S. agent?
Only if the facility is outside the United States. A foreign facility must designate one U.S. agent who resides or maintains a place of business in the United States and is physically present there. Domestic facilities do not need one. FDA does not endorse any firm offering U.S. agent services.
My registration expired. Can I renew it right now?
An active registration is renewed between October 1 and December 31 of each even-numbered year; for 2026 that window runs October 1 through December 31. If the facility missed an earlier renewal deadline and the record is already expired, do not wait for the next window or submit a duplicate blindly. Use FDA Industry Systems to submit the appropriate new registration for the previously registered facility, or contact FDA if the record’s status is unclear.
