TikTok Shop FDA Registration Proof Missing: How to Fix It

Scope: TikTok Shop United States; shelf-stable food and beverages. Reviewed 2026-08-24.

Short answer

TikTok Shop FDA registration proof missing? Do not pay for a new filing until you identify your seller role and the exact document route shown in the rejection. TikTok Shop’s current Shelf-Stable Food and Beverage Requirements give manufacturers, importers and repackers three alternatives: FDA registration proof, an unexpired cGMP certificate, or a certificate under an accepted GFSI-recognized scheme. Resellers follow a different route and submit a qualifying manufacturer invoice.

JurisdictionUnited StatesFederal scope

Platform proof is not FDA approval. Food-facility registration records a facility and its activities. It does not approve the food, label, facility or seller, and TikTok acceptance does not establish compliance with every applicable law.

Choose the route that matches your role

Route 1FDA registration proofFor a manufacturer, importer or repacker: use an FDA-portal screenshot or a third-party verification letter that contains TikTok’s required fields.
Route 2Current cGMP certificateTikTok accepts an unexpired certificate tied to food current good manufacturing practice under 21 CFR Part 117.
Route 3Accepted GFSI schemeUse a current certificate under a scheme accepted by TikTok, and confirm the current list before upload.
ResellerManufacturer invoiceA reseller is directed to a legible invoice issued by the product’s manufacturer rather than the manufacturer/importer/repacker evidence route.

What TikTok Shop asks the proof to show

TikTok’s shelf-stable policy says a manufacturer, importer or repacker may submit either a screenshot from the FDA registration portal or a third-party FDA registration verification letter. TikTok lists these fields for that evidence:

  • the establishment’s physical address;
  • the registered establishment’s operation type;
  • an active registration at the time of submission.

TikTok says a screenshot should clearly show that it comes from the FDA website. For a third-party letter, TikTok calls for the verifier’s name and contact information to appear clearly.

Keep credentials private. FDA’s July 2026 facility-registration notice specifically warns businesses not to share FDA Industry Systems login credentials, passwords or PINs. TikTok’s document request does not require giving anyone access to the FDA account.

The other two accepted documents

cGMP certificate. TikTok’s policy ties this route to food manufacturing controls under 21 CFR Part 117 and requires the certificate to be unexpired at submission.

GFSI-recognized certificate. TikTok’s current page names SQF, BRCGS and FSSC 22000 among accepted schemes. Confirm the list and certificate scope in the live policy before uploading; platform requirements and recognition can change.

A manufacturer or co-packer may already have one of these certificates. Ask for the current certificate before ordering a registration service or another audit.

The reseller route is different

TikTok directs a reseller to a legible purchase invoice issued by the product’s manufacturer. The current policy says the invoice should include the supplier’s name and address, match the product being qualified, have been issued within the preceding 365 days, and use a language supported by TikTok Shop.

That invoice does not replace the separate label evidence requested by the category policy. TikTok also asks for a food-label sample showing the principal display panel and information panel. Read the rejection reason and make sure each required file is uploaded in the correct place.

TikTok policy and federal registration law are separate

Federal law determines when a food-facility registration duty applies. TikTok determines which documents it accepts for category qualification. The two systems answer different questions.

QuestionFederal registration ruleTikTok Shop evidence rule
Who is in scope?A facility that manufactures, processes, packs or holds food for U.S. consumption, unless an exemption applies. The shelf-stable policy separates manufacturers, importers and repackers from resellers.
Is FDA proof the only route?Where federal law places a registration duty on a facility, that duty remains.No. TikTok also accepts an unexpired cGMP certificate or an accepted GFSI-scheme certificate for the manufacturer/importer/repacker route.
What is the proof format?FDA does not issue or recognize a certificate of registration.TikTok accepts a qualifying portal screenshot or third-party verification letter.
What does registration cost?FDA charges no fee to register or renew a food facility.TikTok does not require the seller to buy a private registration service.
Does it ensure approval?Registration is not approval or endorsement. No document set ensures category approval or continued listing.

The current 21 U.S.C. § 350d places the registration duty on facilities engaged in covered activities. FDA’s food-business guidance also identifies exemptions, including certain farms, retail food establishments, restaurants and private residences. A brand name or marketplace account alone does not decide whether that duty applies.

Whose registration should you use?

  • You manufacture, process or pack the food. Start with the registration or qualifying certificate for the facility performing that activity.
  • A foreign facility makes the food. Determine whether the registration duty applies and whether the record is active. For a registering foreign facility, a U.S. agent is part of the FDA record.
  • A U.S. warehouse holds the food. The warehouse may have its own registration duty; its record is not automatically interchangeable with the manufacturer’s record.
  • You buy sealed units for resale. Follow TikTok’s reseller invoice route unless the Qualification Center shows a different, role-specific request.

Do not submit an unrelated facility’s registration number merely on the basis of active status. The physical address, operation type, product route and seller role should form a coherent evidence package.

Run this rejection check before paying anyone

  1. Open the stated rejection reason. In Seller Center, go to My Account, Account Settings, Qualification Center and Category Qualification. Open the application and read the reason shown.
  2. Confirm your role. Decide whether TikTok is reviewing you as a manufacturer, importer, repacker or reseller.
  3. Check all three accepted routes. Look for existing FDA proof, a current cGMP certificate, or a certificate under an accepted GFSI scheme.
  4. Verify the FDA-proof fields. Confirm the physical address, operation type and active status. Keep the FDA website visible in a screenshot or the verifier’s identity and contact details visible in a letter.
  5. Check the separate category files. Add the required food-label sample and any evidence needed for claims made in the listing.
  6. Replace the rejected file. TikTok’s current qualification guide directs sellers to replace or update the documents and click Resubmit.

If the facility registration is inactive or missing

Food-facility registrations are renewed between October 1 and December 31 of each even-numbered year. FDA’s current 2026 renewal guide states that the 2026 renewal period runs from October 1 through December 31, 2026. A registration that is not renewed by the deadline expires and is removed from the account.

Updating details and completing biennial renewal are separate actions. If an establishment moved, changed activities or has an address mismatch with its unique facility identifier, correct the underlying record rather than editing a screenshot.

FDA uses a DUNS number as the unique facility identifier for food-facility registration. The address associated with that identifier needs to align with the registration. Registration and renewal can be filed directly through FDA Industry Systems, and FDA charges no fee.

When a paid service may be useful

A private service may be useful when a foreign facility needs a U.S. agent, the correct facility and responsible parties are unclear, the business cannot recover or update its existing record, or TikTok specifically requires a third-party verification letter and the facility cannot produce acceptable proof itself.

What the service sells is assistance, not an FDA certificate. FDA’s registrar guidance says no private registrar is required, FDA registration is free, and FDA does not issue or recognize certificates of registration.

What not to assume

  • An active facility registration does not mean FDA approved the product or label.
  • A third party cannot promise TikTok approval.
  • A domestic facility does not need a U.S. agent merely to register.
  • Rules from TikTok’s dietary-supplement category should not be copied into the shelf-stable-food workflow.
  • Prior notice, an FSVP record or a customs entry is not the same document as food-facility registration proof.
  • Keep FDA account passwords and PINs private, consistent with FDA’s current security notice.

Questions sellers ask

Do I need FDA registration to sell shelf-stable food on TikTok Shop?

Not in every case. TikTok’s manufacturer/importer/repacker route accepts FDA registration proof, an unexpired cGMP certificate, or a certificate under an accepted GFSI-recognized scheme. Resellers are directed to a qualifying manufacturer invoice. Federal law separately determines whether a registration duty applies to a specific facility.

What does TikTok ask FDA registration proof to show?

TikTok asks for the establishment’s physical address, operation type and active registration status. Its policy says a portal screenshot should visibly come from the FDA website; a third-party verification letter should identify the verifier and give contact information.

Does FDA issue a food-facility registration certificate?

No. FDA says it does not issue or recognize certificates of registration. TikTok nevertheless accepts a qualifying portal screenshot or a third-party verification letter as platform evidence.

Does FDA charge for food-facility registration?

FDA charges no fee for registration or renewal. A consultant, registrar or U.S.-agent provider may charge for private services, but FDA does not require a private registrar.

I am a reseller. What should I submit?

TikTok’s current shelf-stable policy directs resellers to a legible purchase invoice issued by the product’s manufacturer. Check the current field and date requirements in the live policy and include the separate label evidence requested for the category.

Can I share my FDA login so someone can download proof?

No. FDA warns facilities not to share FDA Industry Systems credentials, passwords or PINs. Provide a properly redacted screenshot or verification document that satisfies the platform request without handing over account access.

Will the correct document ensure approval?

No. Correcting the stated evidence problem can support a resubmission, but TikTok retains control over category qualification and ongoing shop compliance.
