As of 25 August 2026 · Ireland · Packaging EPR / PPWR
If Amazon asks for an Ireland packaging EPR registration number (ERN), first determine whether your business is the producer for the packaging or whether an upstream supplier has already met the obligation. Producers should follow the current Irish registration and compliance route and submit their own number. A genuine non-producer should obtain the supplier’s ERN and use Amazon’s non-producer route.
Do not assume that staying below Ireland’s old 10-tonne and €1 million “major producer” threshold automatically resolves the request. The EU Packaging and Packaging Waste Regulation (PPWR) applies from 12 August 2026 and creates a separate Member-State registration framework.
Run these three checks first
Check 1
Identify the producer
Ask who first makes the packaging or packaged product available in Ireland. An importer, manufacturer, own-brand seller or cross-border distance seller can be the producer. The answer depends on the actual supply chain, not merely the Amazon account type.
Check 2
Separate the old Irish rule from PPWR
Ireland’s legacy “major producer” test uses both a 10-tonne packaging threshold and €1 million annual turnover. Under PPWR, less than 10 tonnes leads to simplified reporting; it is not a registration exemption.
Check 3
Submit the right party’s exact number
If you are the producer, use your registration evidence. If an upstream supplier is the producer, obtain that supplier’s ERN and document why the non-producer route applies. The legal name and number must match the registry record.
Legacy Ireland rule versus the PPWR registration gate
| Question | Legacy Irish packaging regime | PPWR from 12 August 2026 |
|---|---|---|
| Who is a “major producer”? | A producer that exceeds both €1 million annual turnover and 10 tonnes of packaging placed on the Irish market annually. | PPWR uses its own producer and Member-State registration rules; the old major-producer threshold is not the registration test. |
| What happens below 10 tonnes? | The business may fall outside the legacy major-producer category, although other packaging duties can still apply. | Article 44 provides simplified reporting below 10 tonnes. It does not create a blanket registration exemption. |
| Who operates the Irish scheme? | Repak is the approved packaging compliance scheme; individual self-compliance for major producers was removed. | Ireland has licensed Repak through 2035, while the exact national PPWR registration workflow remains a current implementation detail to verify. |
| What does Amazon ask for? | Amazon’s ERN request is a marketplace verification step, not a restatement of the old threshold. | Amazon’s current Ireland help asks sellers to provide an ERN or, for a genuine non-producer, the upstream supplier’s ERN. |
Do not use the old threshold as a shortcut. A seller can be below 10 tonnes yet still face a PPWR registration and Amazon verification question. Confirm the current Irish route with Repak and use the controlling regulation for the legal test.
How to submit an Ireland packaging ERN to Amazon
- Confirm your role. Map the manufacturer, importer, brand owner, supplier and seller. Record who first places the packaged product on the Irish market.
- Use the current Irish process. If your business is the producer, follow the current registration and packaging-compliance route described by Repak and the Irish authorities.
- Use the supplier route only when it is true. If an upstream supplier is the producer and has already fulfilled EPR, obtain that supplier’s ERN and supporting product or supply-chain evidence.
- Wait for registry visibility. Amazon says a new number can take up to 72 hours to appear. Submitting before it is searchable can produce a “not found” rejection.
- Open the Ireland country view. In Seller Central, go to Account Health → Regulatory Compliance → Submit compliance information, select the relevant country and enter the number.
- Match the legal record exactly. Use the registered legal name, active number and correct producer or non-producer status. Save the confirmation and monitor Account Health.
What “ERN” means here: Amazon uses EPR registration number as an umbrella marketplace term. It is not a separate number issued by Amazon, and this page does not assume a particular Irish number format before the national implementation is confirmed.
Why Amazon rejects packaging EPR numbers
| Rejection signal | Likely cause | What to check |
|---|---|---|
| Number not found | The registration is too new, entered incorrectly, associated with another country or not visible in the registry used for validation. | Wait for registry publication, copy the number from the official record and verify the Ireland country selection. |
| Legal-name mismatch | Seller Central shows a trading name, punctuation or company name different from the registered producer. | Compare the exact legal entity in Account Health with the registry record. Do not edit the number to force a match. |
| Expired or inactive | The registration or scheme participation is no longer current. | Confirm current status with the issuing or compliance body and renew before resubmitting. |
| Supplier ERN rejected | The supplier is not the producer for the product, the ERN does not cover the relevant country, or the supply-chain evidence is incomplete. | Request written confirmation tying the supplier, ERN and exact products to Ireland. Reassess whether your business is actually the producer. |
Never submit a placeholder, another seller’s number or a supplier number that is unrelated to the products. Amazon validates against available registries and lists not-found, expired and legal-name mismatch among common rejection reasons.
What to collect before contacting Repak or your supplier
- Your legal entity name, Irish and EU establishment details, VAT details and Seller Central legal-name record.
- A product-level list of SKUs sold into Ireland and the supply chain for each product.
- Annual packaging weights by material, separated from the shipping packaging Amazon adds.
- Evidence showing who imports or first makes each packaged product available in Ireland.
- Existing Repak membership, registration or supplier ERN evidence, including current status and country coverage.
- A written explanation of why your business is the producer or a non-producer for the Amazon submission.
Start with the official Repak process and Amazon’s current Ireland EPR/PPWR instructions. For the broader marketplace workflow, see the Amazon compliance hub.
FBA does not remove product-packaging responsibility
| Packaging layer | Typical responsibility in Amazon’s explanation |
|---|---|
| Product packaging before the fulfilment centre | The seller remains responsible for the packaging associated with products sent to FBA. |
| Outer shipping packaging Amazon adds | Amazon says it handles the outer shipping packaging it adds during fulfilment. |
| FBM packaging | FBM does not remove the EPR analysis; the seller should assess both product and shipping packaging it places on the market. |
Watch the Ireland implementation details
PPWR is directly applicable from 12 August 2026, but Amazon’s current help also says Member States have been communicating country-specific implementation details. Treat the exact Irish registration workflow, validation source and enforcement timing as live information.
Authorised representative: current PPWR text contains an authorised-representative rule for certain cross-border producers. A proposal to suspend that paragraph remains an ongoing EU procedure as of this review date. If your business is established outside Ireland, verify the current rule before appointing or removing a representative.
Amazon says it may need to deactivate non-compliant offers depending on the country. That is a country-dependent marketplace warning, not a fixed Ireland deactivation date stated on this page.
Frequently asked questions
Is Amazon’s ERN an Amazon-issued number?
No. Amazon uses ERN as a general term for the EPR registration evidence it asks sellers to submit. Obtain the applicable number through the official registration or compliance route; Amazon validates the information.
Can I use my supplier’s Ireland packaging ERN?
Only if the supplier is genuinely the producer for the relevant products and has fulfilled the applicable Irish obligation. Amazon’s non-producer route asks for the upstream supplier’s ERN. Keep evidence tying that entity and number to your exact products and country.
Am I exempt if I sell less than 10 tonnes of packaging?
Do not rely on that alone. The 10-tonne and €1 million test belongs to Ireland’s legacy major-producer rule. Under PPWR, less than 10 tonnes is linked to simplified reporting, not a blanket registration exemption.
How long does Amazon validation take?
Amazon says new numbers can take up to 72 hours to appear in a registry and describes a decision within five working days where a public registry exists. Timing can change with the national implementation.
Does FBA cover my packaging EPR obligations?
No. Amazon distinguishes the product packaging a seller sends into FBA from the outer shipping packaging Amazon adds. The seller remains responsible for analysing the former.
What if Amazon rejects the same valid number again?
Confirm registry visibility, active status, country, exact legal-name match and producer status. Then use the Account Health support route with the official registry evidence rather than repeatedly changing the entry.
