Scope: TikTok Shop United States; Class I and Class II medical devices. Reviewed 2026-08-24.
Short answer
Whether TikTok Shop 510k FURLS documents are required depends on the device class and the seller’s role. Under TikTok Shop’s current U.S. medical-device policy, manufacturers, importers, and repackers applying to sell Class I or Class II devices submit screenshots of FDA establishment registration and device listing from FURLS. For Class II devices, that seller branch also submits either 510(k) evidence or proof that the device is exempt from 510(k).
JurisdictionUnited StatesFederal scope
A reseller follows a different route: TikTok describes recent commercial purchase evidence and product or package images rather than instructing the reseller to submit its own FURLS registration or 510(k). TikTok’s current medical-device policy says Class III devices and products that require a prescription are not permitted.
Start with the seller role
TikTok Shop’s policy is dated July 29, 2026 and applies to the United States. It says category qualification may be required and separates manufacturers, importers, repackers, and resellers. See TikTok Shop’s Medical Devices and Medical Supplies Requirements.
Document map for the TikTok request
| Situation | TikTok document route | What to verify |
|---|---|---|
| Class I: manufacturer, importer, or repacker | FURLS establishment-registration screenshot, FURLS device-listing screenshot, product and packaging images. | Establishment name and address, operation type, active registration, exact listed device, readable labels. |
| Class II: manufacturer, importer, or repacker | The same FURLS screenshots, plus a 510(k) letter or FDA Product Classification database proof of exemption, and complete label images. | Manufacturer/importer identity, product and category match, K-number or exact exempt product code, current listing data. |
| Class I or II: reseller | Purchase invoice or proof of purchase from the manufacturer or distributor, plus product and packaging images. | Seller-account name and address, supplier identity, date, category, quantity, product match, complete labels. |
| Class III or prescription device | Not an eligible document route under the current TikTok policy. | A PMA, prescription, or unrelated certificate does not change the platform’s eligibility rule. |
What TikTok asks to see in FURLS screenshots
For the manufacturer, importer, and repacker branch, TikTok asks for two separate screenshots from the official FDA Unified Registration and Listing System:
- FDA establishment registration number. The screenshot should show the registered establishment’s name and physical address, operation type, and valid registration status at submission.
- FDA device listing. The screenshot should identify the device listing that corresponds to the product being submitted.
TikTok’s medical-device policy says the screenshots must be authentic, unmodified, and visibly taken from the official FURLS website. A seller-created “FDA certificate,” a consultant invoice, an FEI alone, or a public database screenshot that omits the requested fields is not the same evidence set.
FDA explains that owners or operators of establishments involved in producing and distributing medical devices for U.S. use register annually and generally list the devices made there and the activities performed. The exact duty depends on the establishment activity. For example, FDA’s current chart treats a domestic initial importer differently from a manufacturer or repackager. See FDA’s Who Must Register, List and Pay the Fee.
What a 510(k) does—and does not do
A 510(k) is a premarket notification pathway. FDA uses it to determine whether a device is substantially equivalent to a legally marketed predicate device. A successful decision clears the device for marketing; it does not “approve” the device in the PMA sense.
TikTok’s current Class II branch asks for either its named 510(k) letter evidence or proof of 510(k) exemption from FDA’s Product Classification database. Match the manufacturer or importer name, product name, product description, and category to the TikTok listing. If relying on clearance, verify the K-number and device details in FDA’s releasable 510(k) database.
FDA states that most Class I and some Class II devices are exempt from 510(k), subject to limitations. An exempt classification is not permission to ignore every other device requirement. Confirm the exact product code, classification regulation, exemption indicator, and any applicable limitations before using an exemption result. See FDA’s Class I and Class II Device Exemptions.
FURLS, listing, FEI, and 510(k) are different records
| Term | What it identifies | What it does not establish |
|---|---|---|
| Establishment registration | A registered establishment and its regulated activities for the FDA fiscal year. | Approval or clearance of a specific device. |
| Device listing | A device associated with the establishments and activities reported to FDA. | That the device is FDA-approved, cleared, or authorized. |
| FURLS / DRLM | The electronic system used for device registration and listing records. | A standalone “FURLS certificate.” |
| FEI or registration number | An establishment identifier used in FDA systems. | A product listing or premarket decision. |
| 510(k) number | A premarket notification that FDA cleared after a substantial-equivalence review. | Establishment registration, device listing, or approval of every variant. |
| 510(k) exemption result | The classification database entry and regulatory basis indicating that the generic device type can be exempt, subject to limitations. | That every product using the same broad name qualifies for the exemption. |
FDA expressly says it does not issue registration certificates to medical-device facilities. It also says registration and listing do not denote approval, clearance, or authorization. See FDA’s registration and listing reminders.
The reseller route is not the registrant route
Under TikTok’s current policy, a reseller may be asked for a legible purchase invoice or proof of purchase issued by the manufacturer or distributor. TikTok lists the following conditions:
- dated within the last 180 days;
- same name and address as the TikTok Shop selling account;
- full manufacturer or distributor name and address;
- products in the applicable category;
- a combined purchase of at least 400 units;
- written in English or Chinese.
Pricing may be omitted. TikTok says retail order confirmations or retail invoices are not accepted and reserves the right to contact the vendor. This is a platform evidence rule, not an FDA rule. A reseller invoice does not create a 510(k), device listing, or establishment registration.
Make every identifier point to the same device
- Classify the product. Use the intended use, FDA regulation number, device class, and exact product code—not a marketing category alone.
- Confirm the seller role. Determine whether the account is acting as manufacturer, importer, repacker, or reseller for the product.
- Check eligibility. Stop if the device is Class III, requires a prescription, or falls into another product branch that TikTok does not permit.
- Check the premarket route. For Class II, verify the correct K-number or confirm an exemption and its limitations in the Product Classification database.
- Check registration and listing. Match the establishment name, address, operation type, registration status, device listing, and product code.
- Check the label. Match the brand, device name, responsible business, intended use, warnings, model, and other identifiers to the FDA and TikTok records.
- Capture clean evidence. Use readable, uncropped, unedited files and include all sides of the product and packaging.
- Submit in the right place. Use the Qualification Center for category authorization unless TikTok identifies the product as requiring listing-level documentation.
Additional documents may still apply
The 510(k), exemption, and FURLS evidence do not replace every other document. TikTok’s policy adds product and packaging images for Class I and Class II devices and specifies readable, complete, unedited, color images with a minimum resolution of 600 × 600 pixels.
Some categories have additional requirements. The policy identifies separate evidence for electrical medical devices, surgical N95 respirators, medical masks with liquid-barrier protection, certain drops and contact-lens products, and designated listing-level products such as nebulizers and hearing aids. Match those additions to the exact product instead of uploading a generic compliance packet.
Common reasons the package fails
- Wrong seller branch. A reseller uploads a manufacturer FURLS record without the commercial purchase evidence requested for its account.
- Registration is mistaken for clearance. A valid establishment entry is submitted where TikTok asks for a Class II 510(k) or exemption.
- Class II exemption is assumed from the class alone. The exact product code or exemption limitations are not checked.
- Similar product, wrong K-number. The cleared device, model, intended use, or manufacturer does not match the listing.
- FURLS screenshot is incomplete. It omits the physical address, operation type, status, or device-listing details named by TikTok.
- Invoice chain is incomplete. Seller and supplier names, date, category, quantity, or product identity do not meet the platform criteria.
- Labels conflict with records. Brand, device name, responsible business, intended use, model, or warnings differ across the package.
- Extra product-specific evidence is missing. A designated or electrical device is routed as if the standard category documents were sufficient.
Questions sellers ask
Does every TikTok Shop medical device need a 510(k)?
No. Most Class I and some Class II devices are exempt from 510(k), subject to product-code and regulatory limitations. TikTok’s current manufacturer/importer/repacker branch asks Class II sellers for either 510(k) evidence or proof of exemption.
Does every seller need its own FURLS registration?
No. TikTok separates manufacturers, importers, and repackers from resellers. The first branch submits FURLS registration and listing evidence; the reseller branch is described in terms of qualifying purchase records and product or packaging images.
Is a FURLS registration an FDA certificate?
No. FDA says it does not issue registration certificates to medical-device facilities. Registration and device listing also do not denote approval, clearance, or authorization.
Can I use the 510(k) from a similar device?
Not merely because the products look similar. The K-number, cleared device, manufacturer, intended use, model or product identity, and the TikTok listing should support the same product. Confirm the releasable FDA record.
What if my Class II device is 510(k)-exempt?
Use FDA’s Product Classification database to confirm the exact product code, exemption status, classification regulation, and any limitations. TikTok’s current policy identifies database proof of exemption as the alternative to its named 510(k) letter evidence.
Where do I submit the documents?
TikTok directs category-qualification documents to Seller Center’s Qualification Center. Designated products such as nebulizers and hearing aids can require product-specific documentation during product listing instead.
