TikTok Shop FDA NDC Documents for OTC Cosmetics

Scope: TikTok Shop United States; FDA drug and cosmetics records. Reviewed 2026-08-24.

Short answer

FDA NDC documents for TikTok Shop depend on what the product is and what role the seller has. An ordinary cosmetic, an over-the-counter drug, and a product that is both a cosmetic and a drug do not use the same FDA records. Start with the product’s intended use, then match the exact Seller Center request to the correct public record and label.

JurisdictionUnited StatesFederal scope

For an OTC drug or medicated cosmetic, TikTok Shop’s current U.S. OTC policy describes an NDC listing and an NDC Directory screenshot as part of the regulatory-pathway evidence. It also asks manufacturers, importers, and repackagers for role-specific facility and labeling records. Resellers follow a different evidence route.

Keep platform policy and federal law separate. TikTok Shop decides what it accepts for category qualification. FDA law determines whether a product is a cosmetic, a drug, or both and which registration, listing, and labeling duties apply. A TikTok request is not an FDA approval decision.

Run this classification check first

  1. Read the product claims and intended use. Claims to diagnose, cure, mitigate, treat, or prevent disease, or to affect the body’s structure or function, can make the product a drug under federal law.
  2. Decide whether it is a cosmetic, an OTC drug, or both. Sunscreen cosmetics, anti-dandruff shampoo, fluoride toothpaste, and antiperspirant deodorant are FDA examples of products that can be both.
  3. Identify the regulatory pathway. A nonprescription drug is marketed under an applicable OTC monograph or an approved drug application.
  4. Identify the seller role. TikTok Shop separates manufacturers, importers, repackagers, and resellers when it describes qualification evidence.
  5. Copy the exact Seller Center request. Do not substitute an FEI, cosmetic product listing, facility screenshot, labeler code, or NDC for one another.
  6. Check the public record and the package. Product name, labeler, dosage form, active ingredient, strength, package information, and status should describe the product being listed.

FDA explains that intended use determines whether an article is a cosmetic, a drug, or both, and that a combination product must meet the applicable requirements for both categories. See FDA’s cosmetic-or-drug classification guidance.

Cosmetic onlyDo not invent an NDCUse cosmetic facility or product-listing evidence only when the request and the product’s legal status call for it.
OTC drugMatch the drug recordUse the drug listing, NDC Directory record, establishment information, and Drug Facts label that correspond to the product and regulatory pathway.
Drug and cosmeticApply both frameworks carefullyThe product can be subject to drug and cosmetic provisions, while the MoCRA drug overlap exemption changes which cosmetic registration and listing provisions apply.
ResellerProve the supply chainTikTok’s reseller route emphasizes recent commercial documents, authorization where requested, and labels rather than treating the reseller as the FDA registrant.

What TikTok Shop may request

TikTok Shop’s U.S. OTC policy sets out a regulatory-pathway declaration. For a product marketed under an NDA or ANDA, the policy asks for the application number and an NDC Directory screenshot. For a monograph OTC product, it asks for the NDC and an NDC Directory screenshot. The same policy describes additional evidence for manufacturers, importers, and repackagers, including drug listing, facility registration, and labeling records. See TikTok Shop’s OTC Drugs and Medical Devices policy.

The current OTC policy also separates documents that are not FDA records. For each ingestible OTC product, manufacturers, importers, and repackagers must submit a General Certificate of Conformity covering the applicable rules. The reseller branch asks for a qualifying purchase record, reseller authorization, and a current report from a TikTok-accredited laboratory. These are platform qualification documents; a GCC, invoice, authorization, or lab report does not replace the product’s NDC and FDA listing evidence. See the same TikTok Shop OTC policy.

TikTok Shop’s Beauty and Personal Care requirements separately describe qualification evidence for cosmetics and products that also qualify as OTC drugs. Depending on the seller role and request, the policy lists an active FDA registration record or portal screenshot, cosmetic or Drug Facts labeling, commercial invoices, and authorization evidence. See TikTok Shop’s Beauty and Personal Care requirements.

The platform’s Category Qualification guide gives a shorter mapping: CPLN for general cosmetics and NDC for OTC drugs or medicated cosmetics. It also says submitted documents should be official, legible, and unaltered. See TikTok Shop’s Category Qualification guide.

Use the wording in the live request. TikTok policy pages describe categories of evidence, but the Qualification Center prompt controls the fields presented for the seller account and product. Save the request text and the uploaded file before changing anything.

FDA records are not interchangeable

Record or termWhat it identifiesWhat it does not proveWhere it fits
NDCA three-segment identifier for a listed drug: labeler, product, and package.FDA approval, current marketing status by itself, or cosmetic product listing.Match the listed OTC drug and package to TikTok’s NDC request.
NDC Directory entryDrug listing data submitted to FDA and published in the directory.FDA verification or approval of the product.Provide the exact directory result or screenshot requested by TikTok.
Drug establishment registrationAn establishment engaged in covered drug manufacturing activities.Product approval or an NDC for a specific package.Role-specific manufacturer, importer, or repackager evidence.
Drug listingA commercial drug and its labeling, NDC information, and manufacturing establishment data.An approved application unless the product actually has one.Supports the product-level drug record.
FEIAn FDA Establishment Identifier for a facility.A drug listing, NDC, or cosmetic product listing.Facility identity and some registration workflows.
Cosmetic product listingA cosmetic product listing submitted under MoCRA where that requirement applies.Drug listing, NDC, or FDA approval.General cosmetics and non-drug cosmetic obligations.
FURLS / FDA DirectElectronic access or submission workflows used for FDA registration and listing activities.A standalone approval certificate.Portal evidence only when the request calls for it; rely on the resulting record and identifiers.

FDA states that inclusion in the NDC Directory does not denote approval and does not establish that a listed product is a drug under federal law. Directory data are submitted by labelers. See FDA’s NDC Directory background information.

How federal drug registration and listing fit

Drug establishments engaged in manufacturing, repacking, relabeling, or salvaging activities register with FDA, and registered establishments list drugs in commercial distribution. FDA’s current eDRLS materials also state that registration and listing do not indicate approval or verification. See FDA’s electronic drug registration and listing system.

FDA’s establishment-registration instructions say a foreign drug establishment includes the name and DUNS number of its U.S. agent in the registration. This is an FDA drug-establishment requirement; it should not be described as a universal standalone TikTok field. See FDA’s drug establishment registration instructions.

FDA’s drug-listing instructions require a registered establishment to list covered drugs under a labeler code and submit the NDC, labeling, and establishment information. They also describe recurring update and certification duties. See FDA’s drug listing instructions.

A nonprescription drug can be marketed under an approved application or under an applicable OTC monograph established under section 505G. See FDA’s OTC monograph overview.

Drug-cosmetic products and the MoCRA overlap

A product can be both a drug and a cosmetic. That classification does not mean the seller should upload a cosmetic product listing where TikTok requested an NDC, or an NDC where it requested cosmetic evidence.

Do not apply the MoCRA checklist mechanically to a drug-cosmetic product. Section 613 of the FD&C Act exempts a cosmetic product or facility that is also subject to Chapter V drug requirements from specified MoCRA provisions, including the cosmetic facility registration and product-listing provisions. The statute preserves an exception for a facility that also manufactures or processes non-drug cosmetic products. Read the product and facility facts before claiming that both listing systems are required.

The current consolidated FD&C Act contains this overlap rule in section 613, codified at 21 U.S.C. 364i. See the official consolidated Act. FDA’s cosmetics registration page separately explains the MoCRA facility-registration and cosmetic-product-listing system and states that registration and listing do not denote approval. See FDA’s cosmetics registration and listing page.

Match the documents to the seller role

Manufacturer, importer, or repackager

Use the establishment and product records tied to the actual regulated activities. TikTok’s OTC policy asks this branch for evidence such as the legally marketed OTC pathway, NDC listing, establishment registration, and labeling. A foreign establishment’s FDA U.S. agent belongs to the drug registration record; the agent’s presence does not replace the product listing or label.

Reseller or distributor

Do not present the reseller as the FDA registrant when it is not. TikTok’s policy describes recent invoices or proof of purchase, authorization evidence where requested, labels, and other supply-chain documents for the reseller branch. The business names, product identifiers, quantities, and dates should form a traceable chain to the product being listed.

Private-label seller

Private labeling does not answer every regulatory-role question. Identify who manufactures, repacks, relabels, imports, holds the labeler code, submits the drug listing, and appears on the package. Contract terms do not change the public records that TikTok can compare with the listing.

Submission workflow

  1. Capture the request. Save the Seller Center wording, category, product ID, rejection reason, and deadline shown.
  2. Classify the product from intended use. Review claims, active ingredients, dosage form, and Drug Facts labeling.
  3. Select the pathway. Confirm the applicable OTC monograph or approved NDA/ANDA; do not describe a monograph product as FDA-approved.
  4. Confirm the role. Separate the evidence branch for manufacturer, importer, repackager, and reseller.
  5. Verify the FDA records. Check the NDC Directory entry, establishment identity, drug listing, and label against the product as sold.
  6. Build one consistent evidence set. Names, addresses, product identifier, active ingredient, strength, dosage form, and package description should not conflict across the listing, label, directory result, invoice, or authorization.
  7. Upload readable originals. Do not alter a screenshot or reuse a similar product’s record.
  8. Keep the submission file. Retain the request, version uploaded, timestamp, and result so a rejection can be diagnosed.

Failure patterns to check

  • Cosmetic-only product routed as an OTC drug. Recheck intended use and category claims before searching for an NDC.
  • NDC does not match the package. A labeler or product code without the correct package code may point to a different marketed package.
  • Directory entry is treated as approval. FDA expressly rejects that interpretation.
  • Facility and product evidence are swapped. An FEI or establishment registration does not replace a drug listing or NDC record.
  • Portal screenshot is unreadable or incomplete. Include the fields needed to match the legal business and establishment.
  • Reseller evidence does not form a supply chain. Invoice, authorization, listing, and label identify different parties or products.
  • Drug and cosmetic registration duties are stated too broadly. Apply the statutory MoCRA overlap exemption before demanding both.
When paid help may fit. A provider may help locate records, correct a submission package, register an establishment, submit a drug listing, or act in a role the law permits. Define the missing record first. Do not buy a generic “FDA certificate,” and do not accept a promise of guaranteed TikTok approval. Questions sellers ask

Does every medicated cosmetic need an NDC?

No single answer follows from the marketing phrase “medicated cosmetic.” Determine whether the product is a drug under its intended use and whether it is marketed under an OTC monograph or approved application. TikTok’s category request should then be matched to the exact FDA record.

Does an NDC Directory listing mean FDA approved the product?

No. FDA states that inclusion in the NDC Directory does not denote approval or verification. An approved application is a separate regulatory pathway.

Can I submit an FEI instead of an NDC?

Not when the request is for the product’s NDC. An FEI identifies an establishment; an NDC identifies a listed drug and package. Use the record named in the request.

Do combination drug-cosmetic products need a MoCRA cosmetic product listing?

Section 613 of the FD&C Act exempts cosmetic products and facilities that are also subject to Chapter V drug requirements from specified MoCRA provisions. A facility that also handles non-drug cosmetics can still have duties for that separate cosmetic activity. Review the exact product and facility facts.

Is a U.S. agent a TikTok document?

A foreign drug establishment names a U.S. agent in its FDA establishment registration. TikTok may ask for evidence that exposes or verifies that registration, but the U.S. agent is not a substitute for an NDC, drug listing, label, invoice, or authorization.

What should I do when the FDA record is correct but TikTok rejects the file?

Compare the rejection wording with the uploaded file. Check legibility, product and package match, seller role, business names, labels, invoice chain, and the exact document field. Correct the evidence package before changing a valid FDA record.
