A marketplace can reject a Children’s Product Certificate even when the file looks complete. The fastest fix is to separate two questions: does the CPC satisfy the federal CPSC baseline, and does this exact submission satisfy the marketplace’s own matching and upload rules? Work through the checklist below before ordering new testing.
JurisdictionUnited StatesFederal scope
First split the rejection into two layers
| Layer | What it controls | Typical failure |
|---|---|---|
| Federal CPC baseline | Whether a rule-covered children’s product is correctly certified, by the responsible party, using the required CPC elements and supporting test results. | Wrong certifier, missing element, incomplete rule list, or a report from a lab not accepted for an applicable rule. |
| Marketplace review | How the certificate, report, listing, images, invoice, file set, and submission route must match. | Model or SKU mismatch, stale document under a platform rule, wrong attachment set, unreadable file, or weak connection to the listing. |
Run these three checks first
Check 1
Make sure a CPC is the right certificate
A children’s product is generally one designed or intended primarily for children 12 or younger. A CPC is tied to products subject to an applicable children’s product safety rule; a general-use product may need a GCC instead.
Check 2
Keep the CPC and test report separate
The laboratory performs testing and issues results. The responsible domestic manufacturer or importer issues the CPC. A lab report is evidence for the certificate, not a substitute for it.
Check 3
Match one exact product across every file
Brand, product description, model, SKU or other identifier, age grading, manufacturing details, images, CPC, and report should tell one consistent product story.
Marketplace CPC rejection checklist
- Capture the exact request before changing anything.
Save the marketplace, category, item ID, rejection text or status, requested document names, and submission date. A generic “CPC rejected” message is not enough to choose the correct fix.
- Confirm the product classification and applicable rules.
Check whether the item is a children’s product and which CPSC-enforced rules apply. Do not copy the standards from a similar product. The CPC must cite the rules that actually cover the certified item.
- Verify who issued the CPC.
For the federal baseline, the responsible domestic manufacturer or importer certifies the product. The testing laboratory should be identified, but it does not become the certifier merely because it produced the report.
- Audit all seven current certificate elements.
Check the product’s unique identifier and description; each applicable safety rule; certifier contact details; records-custodian contact; manufacture date and place; the most recent testing date and place with each testing party’s contact details (or an applicable testing exclusion); and the certifier’s attestation. The certificate and supporting reports must be in English. CPSC does not require one mandatory visual template.
- Reconcile the CPC with the test report.
The covered product, tested sample, rule citations, dates, facilities, and laboratory details must correspond. A polished certificate cannot repair a report that tested a different model or omitted an applicable rule.
- Verify the laboratory’s accepted scope.
Finding the lab’s name in CPSC Lab Search is not enough. Confirm that CPSC accepted that location for the specific test or children’s product safety rule supporting your certificate.
- Run an identity-match audit.
Compare the listing title, brand, model number, SKU or UPC, product photos, packaging, tracking label, invoice, CPC, and test report. Explain legitimate family, batch, or sample coverage clearly instead of making the reviewer infer it.
- Apply only the rules for this marketplace and category.
TikTok Shop US toys and designated baby-product flows can add 365-day document windows, listing-photo matches, tracking-label images, invoices, and role-specific requirements. Walmart’s children’s-products flow requires a valid CPC plus the corresponding report and says to submit them as two separate files when requested. Do not transfer one platform’s rule to another.
- Resubmit the smallest corrected package and keep a record.
Use the platform’s named workflow, keep the original rejection and corrected versions, and note what changed. Buy new testing only when the existing report is missing, out of scope, obsolete for the applicable rule, or tied to the wrong product.
A 365-day CPC rule is not a universal federal rule. The current TikTok Shop US policies cited here use 365-day issue windows in specific toys and designated baby-product flows. The CPSC and Walmart pages reviewed for this guide do not create that same universal deadline.
TikTok Shop and Walmart: different rejection overlays
| Review point | TikTok Shop US | Walmart Marketplace US |
|---|---|---|
| Document set | Varies by category and seller role; cited toys flows may require a CPC plus a report or invoice and product photos. | Valid CPC and corresponding third-party report for the covered children’s product. |
| Date rule | The cited toys and designated baby-product flows state 365-day windows for named documents. | No 365-day CPC window was stated on the children’s-products policy page reviewed. |
| Match test | Product details must match the category, listing, photos, and—where required—invoice. | The document description must have a clear connection to the Marketplace listing. |
| Submission detail | Use the Qualification Center or the category/listing route named in the request. | Upload through the Item compliance widget when requested; use two separate documents. |
| Escalation | Follow the category-qualification or enforcement route shown in Seller Center. | For Needs Action questions, Walmart directs sellers to Support using the keywords COMP and CPC. |
Free-first rule: a new test is not the first answer to every rejection. Correct an incomplete CPC, naming mismatch, wrong upload set, illegible file, or marketplace-routing error before paying a laboratory. If the underlying report does not cover the exact product and applicable rules, compare CPC/CPSIA testing services using verified scope—not marketing claims alone.
Use the marketplace-specific path when the message is specific
If TikTok asks for category qualification documents, use our TikTok Shop CPC and test-report guide. If Walmart marks children’s-product documents Needs Action, use the Walmart CPC/test-report rejection guide. Those pages preserve the platform details that do not belong in a universal checklist.
Frequently asked questions
Can a valid CPC still be rejected by a marketplace?
Yes. A CPC may satisfy the federal baseline yet fail a platform’s document-age, product-match, photo, invoice, file-separation, or submission-route rule. Treat federal validity and marketplace acceptance as separate checks.
Does the laboratory issue the CPC?
No. The laboratory provides testing and results. The responsible domestic manufacturer or importer issues the CPC based on the supporting evidence.
Does every CPC expire after 365 days?
Not under a universal CPSC rule established by the sources reviewed here. Some marketplaces, including the cited TikTok Shop US flows, impose their own 365-day issue windows for named documents.
Should I buy new testing immediately after rejection?
No. First rule out a missing CPC field, wrong certifier, listing mismatch, unreadable upload, wrong attachment set, or marketplace-specific workflow error. New testing is appropriate when the existing evidence does not cover the exact product, current applicable rules, or accepted laboratory scope.
