The short version
If you are comparing Netherlands textile EPR providers, start by separating four different routes: filing directly with Rijkswaterstaat, joining an officially listed producer organisation, buying an online low-volume compliance package, or hiring a consultant to coordinate the work.
ERP Click & Comply is the clearest publicly documented fit for a foreign seller placing up to 2,000 kg of textiles on the Dutch market and needing an authorised representative in the package. Stichting UPV Textiel and ERP Netherlands both publish a 2026 contribution of €0.24 per kilogram. Collectief Circulair Textiel requires a current quote: a former price page was no longer live when rechecked, so its old figures are not treated as current evidence. Direct registration can fit a producer with its own Dutch compliance operation, but it does not remove collection, reuse, recycling, reporting, or target duties.
No provider can guarantee regulator or marketplace acceptance. Choose the route that covers the missing legal and operational steps, then compare the complete first-year and renewal cost in writing.
Quick verdict
FOREIGN SELLER · LOW VOLUME
ERP Click & Comply
Best evidenced fit for a non-Dutch seller needing an authorised representative and a published fixed package for up to 2,000 kg.
MAINSTREAM COLLECTIVE ROUTE
Stichting UPV Textiel
Strong direct membership option for producers that can manage product data and declarations and are comfortable with the organisation’s Dutch-led onboarding.
FULL PRO · FOREIGN-SELLER GUIDANCE
ERP Netherlands
Officially listed producer organisation with public foreign-seller guidance, registration, reporting, collection, reuse, and recycling scope.
B2B / SOCIAL-IMPACT ROUTE
Collectief Circulair Textiel
Worth comparing for professional textiles and organisations interested in its collective and social-impact model. Confirm foreign-seller onboarding before signing.
OWN COMPLIANCE OPERATION
Direct registration
Possible when the producer can handle the full statutory chain itself. Registration is only one step and is not a substitute for operational compliance.
What Dutch textile EPR actually requires
The Dutch extended producer responsibility rules for textiles have applied since July 1, 2023. A producer can include a business outside the Netherlands that sells covered textile products directly to Dutch end users. A producer established outside the Netherlands must appoint an authorised representative in the Netherlands. Producers must register with Rijkswaterstaat and may comply individually or through a producer organisation.
The current textile scope covers clothing in Combined Nomenclature chapters 61 and 62 and household textiles under code 6302. Shoes, bags, headgear, blankets, curtains, and tents are not part of this specific Dutch textile EPR scope. Check the official ILT scope and producer guidance.
Registration is not the entire obligation. Producers must organise or finance collection, reuse, and recycling, meet performance targets, retain data, and report annually. The 2025 targets include 50% preparation for reuse or recycling, 20% reuse, 10% reuse in the Netherlands, and 25% fibre-to-fibre recycling within the recycled share. Review the official targets and reporting duties.
Three official producer organisations were listed when reviewed. The ILT page names Stichting UPV Textiel, European Recycling Platform Netherlands, and Collectief Circulair Textiel. A consultant, software vendor, or marketplace service is not automatically a producer organisation or an authorised representative. Ask which legal entity accepts each role.
Netherlands textile EPR provider comparison
| Option | Role | Foreign-seller / AR evidence | Operational scope | Public cost signal | Main limitation |
|---|---|---|---|---|---|
| Direct via Rijkswaterstaat | Individual compliance route | Foreign producer still needs a Dutch authorised representative | Producer remains responsible for registration, collection, targets, records, and reporting | No complete government service price published | Not “free compliance”; requires your own operational system |
| ERP Click & Comply | Online package operated by ERP Netherlands | AR included for foreign companies, provider-stated | Registration, reporting, collection, reuse/recycling, awareness, PRO agreement | 2026 packages from €139 to €599 for tiers up to 2,000 kg | Package limits apply; verify excess volume, product scope, correction, and renewal charges |
| ERP Netherlands membership | ILT-listed producer organisation | Official FAQ addresses foreign suppliers and the AR requirement | Registration/reporting plus collective collection, reuse, and recycling | €0.24/kg for the 2026 service fee based on textiles placed in 2025 | Obtain a written total quote and clarify onboarding outside the fixed low-volume package |
| Stichting UPV Textiel | ILT-listed producer organisation | Current public FAQ is oriented to producers/importers based in the Netherlands; confirm foreign onboarding | Collective implementation, producer data, annual declaration, target delivery | €0.24/kg for 2026 | Public pages do not clearly document a bundled AR route for foreign sellers |
| Collectief Circulair Textiel | ILT-listed producer organisation | Confirm eligibility and AR arrangement directly | Collective textile EPR implementation with circularity and social-impact emphasis | Quote required; former public price page unavailable when rechecked | The former Dutch price path and English participation path returned 404 when rechecked |
| take-e-way | Managed registration / consultancy | Page addresses foreign distance sellers; exact AR inclusion requires a quote | Registration and administrative support are provider-stated | Quote only | Not an ILT-listed producer organisation; public page does not define full operational scope |
| Deutsche Recycling | Compliance consultant | States it can help find an AR | Compliance review and coordination; exact filings and collective scheme require confirmation | Quote only | No public price and no proof that the company itself is the Dutch AR or producer organisation |
Evidence rule: Official status comes from the Dutch regulator’s list. Prices and service scope come from each provider’s own current page. Provider statements are useful for quote comparison, but they do not prove successful registration or regulatory acceptance.
Provider profiles
LOW-VOLUME FOREIGN-SELLER PACKAGE
ERP Click & Comply
Click & Comply is the most transparent packaged route reviewed for a foreign producer with a relatively small Dutch textile volume. ERP publishes 2026 tiers from €139 to €599 covering annual quantities up to 2,000 kg. The product page states that the authorised-representative service is included for foreign companies and describes registration, reporting, collection, reuse/recycling, awareness, and a producer-organisation agreement.
It is not a fourth producer organisation: it is an online route operated by ERP Netherlands. Compare its fixed package with ERP’s standard €0.24/kg membership, especially if your volume may exceed a tier or if you need late registration, historical reporting, corrections, several legal entities, or products outside the textile scheme.
Best fit: foreign sellers that want a defined entry price and bundled AR support for up to 2,000 kg.
OFFICIAL PRODUCER ORGANISATION
ERP Netherlands
ERP Netherlands is one of the three producer organisations listed by the Dutch regulator. Its textile pages describe registration and reporting, collection, reuse and recycling, data support, and awareness work. ERP publishes a 2026 service fee of €0.24 per kilogram for textiles placed on the market in 2025.
Its FAQ explicitly discusses foreign suppliers and the Dutch authorised-representative requirement. Ask whether a standard membership quote includes the AR appointment, whether any minimum or administration charge applies, and how Click & Comply volume limits compare with the standard contract.
Best fit: producers wanting an official collective route with public foreign-seller guidance and a published per-kilogram fee.

OFFICIAL PRODUCER ORGANISATION
Stichting UPV Textiel
Stichting UPV Textiel is also on the regulator’s producer-organisation list. Its current producer page publishes a 2026 fee of €0.24/kg, describes joining the organisation, and requires members to provide annual placed-on-market data. Its public administration calendar asks members to submit the preceding year’s declaration by April 1.
The reviewed public pages do not clearly offer a bundled foreign-seller AR package. A foreign business should therefore ask for the accepting legal entity, AR mandate, registration responsibility, language and support model, corrections, and termination assistance before choosing this route.
Best fit: Netherlands-established producers or importers, and foreign producers that can separately document the AR arrangement.

OFFICIAL COLLECTIVE · B2B RATE PUBLISHED
Collectief Circulair Textiel
Collectief Circulair Textiel is the third producer organisation listed by ILT. Its former Dutch participation-and-price path returned 404 when rechecked. Because a current first-party fee could not be verified live, this comparison marks CCT as quote required and does not reuse the stale figures.
The collective emphasises circularity and social impact. Use the live CCT homepage to confirm its current participation route, then obtain written confirmation of foreign-seller eligibility, AR arrangements, covered product categories, data format, and renewal terms.
Best fit: producers of professional textiles or organisations that want to compare governance and impact priorities as well as price.
MANAGED REGISTRATION SUPPORT
take-e-way
take-e-way has a Netherlands-specific textile EPR page addressing foreign distance sellers and offers registration and administrative support. That makes it a relevant quote option when a producer wants a consultant to coordinate the process.
It is not on the regulator’s list of textile producer organisations, and its public page does not publish a price or prove that the service includes the Dutch AR mandate and the full collective collection and target chain. The proposal should name every legal entity involved and separate consultant fees from producer-organisation and AR fees.
Best fit: multi-country sellers seeking managed registration support and willing to compare a detailed quote.
CONSULTANT / AR-FINDING SUPPORT
Deutsche Recycling
Deutsche Recycling’s Netherlands textile article says it can perform a compliance check and help identify an authorised representative. That is useful support, but the reviewed page does not publish a fee and does not establish that Deutsche Recycling itself is the Dutch representative or producer organisation.
Best fit: a business that first needs an obligation review and a coordinated shortlist rather than a self-service package.
Options we did not recommend as full Dutch textile routes
| Option | Why it is not in the recommended provider set | What would change the assessment |
|---|---|---|
| Lappa | Its current Netherlands guide conflicts with the official Dutch textile scope and treats the foreign-producer AR rule as optional or merely advisable. Its public pricing is generic software/reporting pricing and says registration is separate. | A corrected Netherlands scope page and a current written Dutch textile registration/AR package identifying all legal roles and costs |
| Interzero, Ecomundo, Lorax | No current first-party Netherlands-textile-specific scope and public price were verified during this review. | A current official service page or written quote proving Netherlands textile registration, AR, producer-organisation route, reporting, and cost |
| Generic EPR software | Software may organise data and reports but does not by itself prove registration, AR appointment, producer-organisation membership, collection, or target delivery. | A contract naming the responsible legal entities and the included statutory deliverables |
Compare the complete quote
| Cost or deliverable | Question to ask | Evidence to retain |
|---|---|---|
| Authorised representative | Which Dutch legal entity accepts the mandate, and is the fee included? | Signed mandate, scope, liability and termination terms |
| Registration | Who submits and signs the Rijkswaterstaat registration, and are corrections included? | Submission copy, registration confirmation and account ownership |
| Producer organisation | Which of the three listed organisations receives the membership and operational duties? | Membership agreement and service description |
| Volume and category | Which CN codes, B2C/B2B categories, kilograms, returns and excluded products were assumed? | Product map and calculation workbook |
| Annual reporting | Who collects, validates, files and corrects the data, and by which deadline? | Filed return, calculation method and approval trail |
| Collection and targets | Does the contract cover collective collection, reuse, recycling, target evidence and awareness? | PRO agreement and annual performance evidence |
| Renewal and exit | What changes after year one, and who owns the records if the provider changes? | Renewal price, notice period and export/hand-over clause |
How XrdaGrid compared the options
We first used the Dutch regulator’s current page to define producer status, product scope, AR rules, obligations, and the official producer-organisation list. We then checked the current public pages of each included organisation or consultant for Dutch textile scope, foreign-seller fit, price, operational deliverables, and limitations.
Published provider prices are treated as dated evidence, not permanent quotes. “Quote required” is not a negative score by itself; it means the buyer must compare the full scope in writing. A provider was not described as official, approved, or a producer organisation unless the regulator’s list supported that status.

Frequently asked questions
How many official textile producer organisations are listed in the Netherlands?
The Dutch regulator listed three when reviewed: Stichting UPV Textiel, European Recycling Platform Netherlands, and Collectief Circulair Textiel. A consultant or software provider may support them, but is not automatically an official producer organisation.
Which route is clearest for a low-volume foreign seller?
ERP Click & Comply publishes the clearest packaged evidence reviewed: fixed 2026 tiers up to 2,000 kg and a stated authorised-representative service for foreign companies. Confirm your product scope, exact volume, historical obligations, corrections, and renewal before buying.
Are all 2026 producer-organisation fees the same?
No. ERP Netherlands and Stichting UPV Textiel both publish €0.24/kg. CCT requires a current quote because its former public price page was unavailable when rechecked. Service scope, minimums, administration, AR, historical work and contract terms can still make the total different.
Can a foreign producer register without an authorised representative?
The official Dutch guidance says a producer established outside the Netherlands must appoint an authorised representative in the Netherlands. Do not rely on a provider page that treats this as merely optional.
Can I register directly instead of joining a producer organisation?
Yes, the official guidance allows individual or collective compliance. Direct registration does not eliminate collection, reuse, recycling, target, recordkeeping, and annual reporting duties, so it is practical only when the producer can operate that chain itself.
Does paying a provider guarantee marketplace or regulator acceptance?
No. A provider can prepare, submit, represent, report, or coordinate. Acceptance depends on the correct legal entity, product scope, data, filings, evidence, and the relevant authority or marketplace review.
