TikTok Shop EU Cosmetics Document Checklist

Updated: August 25, 2026 · EU marketplace requirements can change; check the document fields shown for your product in Seller Center.

TikTok Shop’s current cosmetics guidance lists five evidence groups for EU/UK sellers: a Product Information File (PIF), Cosmetic Product Safety Report (CPSR), notification submission proof, a compliant product label, and an SDS where applicable. For an EU listing, the notification route is CPNP—not the UK’s SCPN.

Use this TikTok Shop EU cosmetics documents checklist to see what to prepare, how the files relate, and what to compare before you submit. It separates TikTok’s upload request from the underlying EU cosmetics duties, because a legally required record is not automatically the same thing as a marketplace upload field.

JurisdictionMulti-jurisdictionEuropean UnionUnited KingdomEU listing focus; UK boundary covered

Do not upload a generic dossier and hope it matches. The product name, variant, final formulation, Responsible Person details, label, CPSR, PIF and CPNP evidence should describe the same product. TikTok says sellers should follow the document types and prompts shown in Seller Center for the specific listing.

Prepare these five evidence groups

File 1

Product Information File

The PIF is the product’s regulatory file. Under Article 11 of the EU Cosmetics Regulation, it includes the product description, CPSR, manufacturing method and GMP statement, claim support where justified, and specified animal-testing information. Keep it current and clearly attributable to the exact product.

File 2

Cosmetic Product Safety Report

The CPSR records the safety information and the qualified assessor’s conclusion for the final formula. Although the CPSR is legally part of the PIF, TikTok’s current guide instructs sellers to upload the PIF and CPSR as distinct document types.

File 3

CPNP notification proof

Use proof that the product was notified through the EU Cosmetic Products Notification Portal. CPNP is a notification system, not an approval or certification. Do not substitute UK SCPN evidence for an EU listing.

File 4

Cosmetic label

Prepare clear images or a legible PDF of the actual label and packaging. Use the official language or languages required in the country of sale, and make sure every visible detail agrees with the dossier and listing.

File 5

SDS where applicable

TikTok’s summary table lists an SDS, but its upload instructions narrow this to “where applicable.” An SDS is not a universal standalone document duty for every cosmetic under Regulation 1223/2009. Follow the product-specific Seller Center prompt and consider dangerous-goods characteristics, especially for products such as aerosols or certain alcohol-based items.

Use this document-by-document check

Document What to verify before upload Common mismatch
PIF Exact product identity; current formula; CPSR included; manufacturing/GMP information; label version; claim evidence where relevant; file controlled by the EU Responsible Person. The uploaded file describes an older formula, a product family, or packaging that is not the listing shown to customers.
CPSR Final formulation; correct product and variant; Parts A and B; signed assessment by a suitably qualified safety assessor; no unresolved revision conflict. A draft, unsigned report, previous formula, or report whose product name cannot be tied to the listing.
CPNP proof EU notification; product name/category; Responsible Person; label and packaging references; the same notified product that is being listed. SCPN evidence for Great Britain, a notification for a sibling product, or a screenshot that does not identify the product clearly.
Label and packaging All sides visible; text legible; Responsible Person name/address; imported-product origin; nominal content; durability or PAO; precautions; batch/reference; function where needed; ingredients; correct local language. Mock-up differs from stock, required information is cropped, or a translation changes warnings or instructions.
SDS, if prompted Correct product/formula; current revision; supplier identity; language and hazard/transport information appropriate to the prompted use. Generic raw-material SDS, different fragrance/concentration, expired revision, or a file unrelated to the finished cosmetic.
One dossier, two views: EU law explains why the PIF, CPSR, CPNP notification and label exist. TikTok decides which of those materials it wants uploaded or shown in the listing. Keep both layers accurate.

Match one product across every file

  1. Freeze the listing identity.

Write down the exact brand, product name, variant or shade, pack size, model/SKU and any internal formula code used for the listing. Do not let the same formula appear under unexplained names across the files.

  2. Confirm the final formula.

The formula assessed in the CPSR must be the one placed on the market. If ingredients, fragrance, preservative system or target user changed, verify whether the assessment, PIF, notification and label also need updating.

  3. Confirm the EU Responsible Person.

The Responsible Person shown on the label should match the party responsible for the product under the EU cosmetics regime and the details used in the dossier and CPNP record. If you are unsure whether the role is yours, your importer’s or a mandate holder’s, use our guide to the EU Cosmetics Responsible Person vs CPSR.

  4. Reconcile the label and notification.

Compare the label artwork or physical-packaging images with the CPNP proof and PIF. Check product name, Responsible Person, country of origin for imports, nominal content, warnings, durability/PAO, batch reference, function and ingredients.

  5. Create readable upload files.

Use descriptive filenames that identify the product and document type. Keep scans complete, upright, uncut and legible. Avoid password-protected files unless Seller Center explicitly supports them.

Keep Category Qualification separate from Product Compliance

Workflow What it does What it does not prove
EU-level Category Qualification TikTok says eligible sellers can apply once for supported European markets through Settings → Account Settings → Qualification Center → category qualification. Required documents vary by category. It does not prove that every cosmetic listing is approved or that every product document has passed review.
New-product Product Compliance TikTok’s cosmetics guide directs sellers to Product Management → Add Product → Product Compliance to upload the prompted qualification documents. Creating the listing does not prove the dossier is complete or accepted.
Existing-product Product Compliance Open the listed product, edit its information, and use Product Compliance. Also monitor Compliance Center → Product Compliance Diagnosis for pending items. A product that was previously live is not permanently exempt from later document requests.

That separation matters when troubleshooting. An account-level category approval may be complete while one product still has a missing or inconsistent document. Conversely, a complete dossier does not remove an account-level qualification requirement shown in Seller Center.

Check the label images before submitting

Coverage

Show every side

TikTok’s EU Restricted Products Policy asks for images of all sides of the physical packaging and label. Include the container and outer packaging when both carry required information.

Readability

Make text inspectable

A reviewer should be able to read ingredients, precautions, durability/PAO, batch reference and Responsible Person information without guessing. Avoid glare, blur and low-resolution crops.

Language

Use the market language

Verify the official-language requirements for the country of sale. Do not assume one English label works across every EU TikTok Shop market.

Consistency

Use the product actually sold

Do not submit idealized artwork if the physical stock differs. The images, online attributes and documents should tell one consistent product story.

What EU law requires versus what TikTok asks to upload

Item EU cosmetics role TikTok Shop role
PIF A file maintained for the product by the Responsible Person and kept accessible to the competent authority. The current cosmetics guide tells sellers to upload the PIF in Product Compliance.
CPSR Evidence of the pre-market cosmetic safety assessment; it forms part of the PIF. Requested as a separate qualification-document upload.
CPNP Electronic notification before the product is placed on the EU market; not approval. The guide asks for notification submission proof.
Label Carries Article 19 particulars and applicable market-language information. Uploaded/shown as clear label and packaging images or PDF and checked against the listing.
SDS Not a universal standalone requirement for every cosmetic under Regulation 1223/2009. The upload workflow says “where applicable”; follow the product prompt and dangerous-goods context.

If TikTok rejects the documents

  1. Read the exact rejection field.

Identify whether the problem is missing evidence, an unreadable file, expired or incomplete content, product mismatch, label language, or an account/category qualification issue.

  2. Fix the smallest confirmed defect first.

Replace the blurred image or wrong revision before buying a new service. Do not rebuild the entire dossier when the rejection identifies one bounded mismatch.

  3. Compare every identifier again.

Check brand, product name, variant, SKU, formula, Responsible Person, notification proof, label and images. A correct document for the wrong product is still the wrong upload.

  4. Update linked records together.

If the formula, label or Responsible Person truly changed, determine which PIF, CPSR and CPNP records must be updated before resubmitting. Do not edit only the marketplace listing and leave the regulatory file inconsistent.

  5. Submit through the prompted workflow.

Use Product Compliance for the product or Category Qualification for the account/category issue shown. Keep a copy of what was submitted and the date.

A marketplace approval is not regulatory clearance. TikTok’s review does not replace the EU Responsible Person’s legal duties, the safety assessment, PIF maintenance, CPNP notification or compliant labeling.

When outside help is worth comparing

You may be able to organize label images, identifiers and existing files yourself. You normally need qualified or authorized people for work you cannot lawfully self-issue—for example, a CPSR signed by a suitably qualified safety assessor or an EU Responsible Person arrangement when no qualifying person in your supply chain can take the role.

Before paying, define the missing deliverable. Ask whether the quote covers the Responsible Person mandate, CPSR, PIF compilation, CPNP notification, label review, testing coordination, revisions and post-market support. Those are different services. Compare the current scope in our EU cosmetics compliance services comparison.

Cheap-fix-first rule: if the underlying dossier is current and correct, start with naming, readability, product matching and the exact Seller Center field. Buy new compliance work only when a real legal or technical gap remains.

Frequently asked questions

Does TikTok Shop EU require both a PIF and a CPSR?

TikTok’s current dedicated cosmetics guide lists both and instructs sellers to upload them as separate document types. Under EU cosmetics law, the CPSR is one component of the PIF.

Is an SDS required for every cosmetic?

No universal rule in Regulation 1223/2009 makes an SDS a standalone document for every cosmetic. TikTok’s upload workflow says SDS is required “where applicable.” Follow the prompt for the exact product and consider dangerous-goods characteristics.

Is CPNP proof the same as EU approval?

No. CPNP is a notification system. Notification does not mean the European Commission approved, certified or endorsed the product, and it does not guarantee TikTok acceptance.

Can I upload UK SCPN proof for an EU listing?

No. SCPN is the Great Britain notification route. An EU listing uses the CPNP route. Northern Ireland and other jurisdiction-specific cases should be checked separately rather than merged into a generic “EU/UK” file.

Does EU-level Category Qualification cover every product automatically?

No. TikTok describes Category Qualification as an application for eligible categories and supported markets. Product-level documents and review may still be required, and the exact requirements can differ by category and product.

Can the product name differ across my files?

Minor formatting differences may be explainable, but the files must clearly identify the same product. Use consistent brand, product, variant, pack size, formula and Responsible Person details, and explain any unavoidable naming difference.

Will a compliance provider guarantee approval?

No responsible service comparison should promise that. A provider can prepare or review defined deliverables; TikTok controls its marketplace review, while legal compliance remains the seller and Responsible Person’s responsibility.
