TikTok Shop EU cosmetics compliance: the fast answer
A TikTok Shop EU cosmetics compliance request is not one certificate. It is a chain: an EU-established Responsible Person, a safety assessment and signed CPSR, a live Product Information File, CPNP notification, a compliant country-language label, and the qualification files TikTok asks you to upload.
If TikTok says your cosmetic documents are missing, first identify the exact product, market and field that failed. Do not buy a generic “approval” package. Match the final formula, label, Responsible Person, PIF, CPSR and CPNP record to the same product, then upload the current files under Product Compliance.
No provider can guarantee TikTok approval. A paid service can prepare, review or maintain documents. TikTok still controls its listing review, and an EU authority can still question the product independently.
What TikTok asks for versus what EU law requires
| Item | Legal function in the EU | TikTok Shop action | Can you do it yourself? |
|---|---|---|---|
| EU Responsible Person | Every cosmetic placed on the EU market must have a natural or legal person established in the Union who is responsible for compliance. | Keep the RP identity consistent across the label, PIF, notification and listing data. | An EU-established manufacturer or importer may already be the RP. A non-EU brand may appoint an EU-established person by written mandate. |
| CPSR | The Cosmetic Product Safety Report records the safety information and the qualified assessor’s conclusion before the product is placed on the market. | Upload a signed Part A and Part B that matches the final formulation. | You can assemble inputs, but Part B must be carried out by a person with the qualifications required by Article 10(2). |
| PIF | The Product Information File contains the product description, CPSR, manufacturing/GMP information, claims evidence and required testing data. The RP keeps it for 10 years after the last batch is placed on the market. | TikTok’s current cosmetics guide tells sellers to upload the complete, current PIF. | It can be compiled in-house, but it must be complete, current and readily accessible to authorities at the label address. |
| CPNP notification | The RP notifies the product through the EU Cosmetic Products Notification Portal before market placement. The Commission portal is free. | Upload the notification submission proof requested by the platform. | The portal itself has no filing fee, but access and legal responsibility sit with the RP or, in limited cases, a distributor. |
| Label | Article 19 covers the RP name/address, imported-product origin, nominal content, durability or PAO, precautions, batch, product function and ingredient list. Member-state law determines required languages for specified information. | Upload clear label images or PDFs in the official language or languages of the country of sale and keep listing fields consistent. | You can prepare artwork, but it should be reviewed against the product, claims and target-market language rules. |
| SDS | An SDS is not the universal core dossier document for every finished cosmetic under Regulation 1223/2009. It may still matter for hazardous ingredients, transport, storage or another applicable regime. | TikTok’s table lists SDS, while its upload workflow says “where applicable.” Follow the exact field shown for your product and do not substitute an SDS for the CPSR or PIF. | Use the current supplier or product-specific document. Do not rename an unrelated technical sheet as an SDS. |
Why older TikTok pages may look different: TikTok also has June and early-August EU pages focused on packaging images, product attributes and GPSR contact fields. Its newer, dedicated cosmetics guide dated August 17, 2026 adds the PIF, CPSR and notification-proof workflow shown above. Use the newer category-specific guide and the live prompt in your account; do not assume an older general page is the complete checklist.
That distinction matters. EU law requires the underlying compliance system. TikTok requires evidence for its own platform review. A CPNP receipt proves that a notification was submitted; it is not an approval certificate. A TikTok acceptance is not a regulatory approval either.

What to check before uploading anything
- Read the exact Seller Center request. Record the marketplace country, product ID, variation, rejected field and any reason code.
- Freeze the product identity. Product name, formula version, shade or fragrance variant, label artwork and packaging must point to the same saleable product.
- Confirm the correct Responsible Person. For an imported cosmetic, each importer is the RP by default unless an EU-established person accepts a written mandate. The label address and PIF location must agree.
- Lock the final formulation. Gather the quantitative formula, INCI names, raw-material specifications and SDS files, certificates of analysis, stability and microbiological evidence, packaging details and intended use.
- Complete the safety assessment. Give the final inputs to a qualified safety assessor. Do not upload an unsigned draft or a CPSR for an earlier formula.
- Assemble and quality-check the PIF. Make sure the CPSR, manufacturing method and GMP statement, claims evidence, label versions and product description agree.
- Notify the product through CPNP. The notification is made by the RP before EU market placement. Keep the submitted name, category, RP and label image aligned with the dossier.
- Review the destination-country label. Check required Article 19 content, precautions and language. Do not copy an English-only GB label into every EU market.
- Upload current files to TikTok. For a listed product, TikTok gives the path Seller Center → Product Management → Edit Product Information → Product Compliance. Also check Compliance Center → Product Compliance Diagnosis.
- Save an evidence copy. Keep the uploaded files, screenshots, timestamps and platform response so the next review is not rebuilt from memory.
A compact pre-upload version is available in the planned TikTok Shop EU cosmetics document checklist. The full TikTok Shop compliance hub connects this issue to other category-document requests.
The most common mismatch patterns
- Formula mismatch: the CPSR or PIF covers a former formula, supplier version or different fragrance.
- Identity mismatch: the label, CPNP proof and TikTok listing use different product names or variant descriptions.
- Responsible Person mismatch: the label shows one entity while the PIF or notification shows another.
- Wrong market: a GB SCPN record is uploaded for an EU listing, or an EU CPNP record is treated as the GB notification.
- Incomplete CPSR: Part B is missing, unsigned or not prepared by a qualified assessor.
- Label problem: required warnings, RP address, batch identification, ingredient list or local-language information is missing or unreadable.
- Wrong SDS: a raw-material sheet, transport document or old formula file is uploaded as if it covered the finished product requested by TikTok.
- Unreadable upload: a cropped photo, password-protected PDF, blurred scan or file name that does not identify the product prevents a clean review.
Do not “fix” a mismatch by editing a signed CPSR yourself. Euverify’s published verification policy, for example, says corrected reports must be re-issued by the original assessor or reassessed by another qualified assessor. The same principle is sensible regardless of provider: preserve the assessor’s signed record.
DIY, specialist or managed service
| Route | Best fit | What you still own | Published price signal |
|---|---|---|---|
| Existing compliant dossier + your own EU RP | An EU manufacturer or importer with a valid current CPSR, maintained PIF and working CPNP access | Formula evidence, label accuracy, notification, platform upload and ongoing updates | CPNP itself is free; testing, assessment, translation and gap remediation are separate |
| Independent safety assessor + own or appointed RP | A brand that can manage the dossier but needs a qualified CPSR assessor or a separate EU RP | Scope, provider coordination, PIF completeness, version control and TikTok submission | Quote-based; confirm whether PIF, label review, testing and notification are included |
| Euverify managed route Visit Euverify (affiliate link) | A non-EU brand wanting RP, document review, CPSR/PIF preparation and notification in one workflow | Accurate formula and evidence, corrections, fees, product claims and the final TikTok upload | Base plan from £490/year + £100 per cosmetic product/year; a new CPSR is advertised from £250 per product. Prices exclude VAT and final regulated-product pricing follows review. |
What Euverify’s current pricing actually means
The current public pages resolve an older ambiguity. The £490 Starter plan covers up to five GPSR or low-risk product families and either an EU or UK representative. The same pricing page says cosmetics are a separate category charged at £100 per product per year on top of the base plan. It does not say that £490 covers five cosmetics.
Euverify’s CPSR page separately advertises initial CPSR work at £250 + VAT for 1–9 ingredients, £370 for 10–29 and £465 for 30 or more. It says a subscription is required and that the bundle includes PIF preparation, label review and CPNP/SCPN notification. If you already have a valid CPSR and only need notification, that page lists £100 + VAT per product.
Illustrative first-year floor, not a quote: if the Starter subscription, one annual cosmetics add-on and the Basic CPSR all apply, the advertised components add to £840 excluding VAT before laboratory work, variants or other extras. Euverify says final regulated-product pricing is confirmed after its initial review.
Its public checkout currently shows the £490 annual Starter plan and a 14-day trial before account creation. The cosmetics add-on and CPSR scope are described on separate public pages rather than itemized on that first account screen. That is why you should obtain a written order summary before paying.
The £100 document-verification fee is not a promise of notification. Euverify’s own policy says the fee is non-refundable, may identify deficiencies, and does not guarantee CPNP submission. It also does not guarantee TikTok acceptance.

If you just want someone to handle it
Use the planned EU cosmetics compliance services comparison to compare scope, or review Euverify’s current CPSR package directly. Before paying, require a written list of products, markets, RP region, CPSR/PIF scope, testing, label review, notification, annual fees and exclusions.
We may earn a commission if you purchase through qualifying Euverify links on this page. This does not affect your price or our evaluation criteria. Provider inclusion is not an endorsement or a guarantee. Read our editorial policy, affiliate disclosure and price-verification method.
Questions to ask before hiring a provider
- Will you be the cosmetics Responsible Person under Article 4, or only a GPSR authorized representative?
- Which legal entity and physical address will appear on the label?
- Does the quote include CPSR Part A and Part B, a qualified assessor’s signature, PIF preparation and CPNP notification?
- Which tests are included, which are assumed, and who pays if a gap is found?
- Does one fee cover variants, shades and fragrances, or is each treated as a separate product?
- Is GB/SCPN included, and if so, is the UK RP role separate from the EU RP role?
- What is the annual renewal cost per product, and what happens to the PIF and notification if you cancel?
- Who updates the CPSR, label and CPNP record after a formula, supplier or claim changes?
- Will you provide the final files and submission proof in a form you can upload to TikTok yourself?
EU CPNP and GB SCPN are separate
CPNP is the EU notification system. Once a product is notified there, the European Commission says no further national notification is required within the EU. Great Britain uses the OPSS Submit Cosmetic Product Notifications service, or SCPN, and requires a UK-based Responsible Person. Northern Ireland remains connected to the CPNP route through an RP based in Northern Ireland or the EEA.
A provider may sell EU and UK work in one commercial bundle, but that does not merge the legal regimes. Keep separate records and label responsibilities for the markets you actually serve.
Frequently asked questions
What documents does TikTok Shop EU ask for cosmetics?
TikTok’s current cosmetics guide lists the PIF, signed CPSR, EU CPNP or UK SCPN submission proof, SDS and the cosmetic label in the official language or languages of the country of sale. Its upload instructions later say SDS “where applicable,” so follow the exact request shown for your product.
Is CPNP registration free?
Yes. The European Commission describes CPNP as a free online notification system. You may still pay for a Responsible Person, safety assessment, PIF work, testing, translation or a provider to perform the submission.
Is a CPSR the same as a PIF?
No. The CPSR is the safety report and forms part of the broader PIF. The PIF also contains the product description, manufacturing and GMP information, claims evidence and other required records.
Can a non-EU seller be its own EU Responsible Person?
Not unless the responsible legal or natural person is established in the EU. For an imported product, the EU importer is the RP by default, or the importer may appoint another EU-established person by written mandate if that person accepts in writing.
Does every cosmetic need an SDS?
An SDS is not the universal core document for every finished cosmetic under the EU Cosmetics Regulation. TikTok may request one for platform, transport, storage or hazard-review reasons. Its current cosmetics workflow says to upload SDS where applicable.
Can I use SCPN proof for an EU TikTok Shop listing?
No. SCPN is the Great Britain notification route. EU products use CPNP. A commercial bundle may include both, but one receipt does not replace the other.
Will a Responsible Person or CPSR service guarantee TikTok approval?
No. A provider can prepare or maintain compliance work, but TikTok controls its platform review. The files must still match the final product, listing, label and market, and neither a provider nor XrdaGrid can guarantee acceptance.

Limitations
This page explains the EU cosmetics dossier, TikTok Shop’s published document workflow and one provider’s public price signals as of August 25, 2026. It does not determine whether your product is legally a cosmetic, whether a specific formula is safe, or which tests and languages apply in every member state. Great Britain uses a separate SCPN route. TikTok may show category-, country- or account-specific fields that are not listed on its public guide, so your Seller Center prompt governs the upload. Provider prices exclude VAT where stated and can change after technical review. Planned internal links are included from first publication and may become available as their pages are released. XrdaGrid compares routes and verifies claims using the method described in our methodology; we do not provide legal advice and cannot guarantee CPNP acceptance, TikTok approval, continued listing or any regulatory outcome.
