TikTok Shop Category Qualification Documents

🇺🇸 United States · TikTok Shop US marketplace requirements · Reviewed 25 August 2026

TikTok Shop category qualification documents depend on three things: the qualification tier, the product category, and your seller role. A manufacturer may need a regulator record, laboratory report, and label images; a reseller may instead need an invoice, brand authorization, and sometimes the same product test report.

Do not upload the first compliance document that sounds relevant. Start in Qualification Center, identify whether TikTok is asking for category-level, product-level, or invite-only qualification, then follow the current policy for that category. The name and address on the document should match the selling account, the product should match the application, and the document must still fall within any category-specific validity window.

This guide maps the current United States routes. It explains what TikTok asks sellers to submit; it does not replace the separate FDA, EPA, or CPSC rules that may apply to the product itself.

Start with the qualification tier

Access to a category

Category-level qualification

You submit evidence before selling in a restricted category. TikTok lists examples including Beauty and Personal Care, Medical Devices, Pet Supplies, Toys and Hobbies, and Baby and Maternity.

Approval for one item

Product-level qualification

You submit evidence for a designated product rather than the whole category. TikTok uses this route for selected baby products, health devices, and other products that need item-specific review.

Eligibility comes first

Invite-only qualification

Only selected or notified sellers can apply. Dietary supplements, OTC medications, pet healthcare, and some higher-risk health devices currently sit in invite-only routes.

Every qualification route

Role and document matching

The policy for your exact category and seller role controls. Match the selling-account name and address, the product or model, the document issuer, and every applicable date or quantity threshold before upload.

TikTok can request more information during review and can change category eligibility. The current controlling sources are its Restricted Products Policy and Guide to Category Qualification.

Document matrix by category and seller role

Category Qualification route Manufacturer, importer, or repacker Reseller
Dietary supplements Invite-only FDA food-facility registration proof, cGMP evidence, qualifying lab report, and label images Invoice within 180 days and at least 400 units, qualifying lab report within 180 days, and label images
Pet healthcare Invite-only within Pet Supplies EPA or FDA branch evidence, COA or test report, labels, and applicable attestations Invoice, label images, and brand authorization; follow the EPA or FDA branch shown for the product
Medical devices Category-level, product-level, or invite-only by subtype FURLS establishment-registration and device-listing evidence; 510(k) letter or exemption proof for applicable Class II devices Invoice within 180 days and at least 400 units, plus product and packaging images
Beauty and cosmetics Category-level FDA registration evidence or TikTok’s MoCRA small-business exemption attestation, plus label evidence Invoice within 365 days plus cosmetic label or Drug Facts label where applicable
OTC medications Invite-only NDC Directory and other role-specific drug evidence, plus product documentation Invoice within 180 days and at least 400 units, authorization or distribution agreement, and qualifying lab report within 180 days
Toys and baby products Category-level or designated product-level CPC and CPSC-accepted laboratory report within 365 days, plus tracking-label photos where required CPC, invoice, and tracking-label photos; category policy generally uses a 365-day window

The general guide is not the final word on document age. TikTok’s general Category Qualification guide gives a past-12-month example for invoices. Several category policies are stricter: supplements, medical devices, and OTC medicines use 180-day controls, while Beauty and many toy or baby documents use 365-day controls. Use the specific policy linked from the application, not the broad example.

What to prepare for each route

Dietary supplements

TikTok currently treats dietary supplements as invite-only. A manufacturer, importer, or repacker may need evidence of FDA food-facility registration, cGMP compliance under 21 CFR Part 111, at least one qualifying product test report, and label images. A reseller needs more than an invoice: the current policy also asks for at least one qualifying test report from an approved laboratory and sample labels.

For a reseller invoice, the selling-account name and address must match, supplier details must be visible, the combined purchase must show at least 400 units, and the document must be in English or Chinese. Both the invoice and qualifying lab report must be within 180 days. Retail order confirmations do not qualify. See the category workflow at TikTok Shop dietary supplements: FDA registration missing and the current TikTok dietary-supplement requirements.

Pet healthcare

Pet healthcare is an invite-only branch within Pet Supplies, and the document path depends on the product. For flea drops, flea collars, and fly or mosquito-control products, TikTok may ask for an EPA Registration Number, label images showing it, a COA or test report, and a compliance attestation. Resellers may need an invoice, label images, and brand authorization.

Flea pills and some itch, calming, or anxiety products may instead follow an FDA or OTC branch with FDA registration evidence, cGMP evidence, test evidence, and all-sides labels. An EPA Registration Number identifies a registered pesticide product; an EPA Establishment Number identifies where a pesticide or device was produced or labeled. They are not interchangeable. Use TikTok Shop pet health: EPA registration missing, the TikTok Pet Supplies policy, and EPA’s explanation of the two numbers.

Medical devices and supplies

For manufacturers, importers, or repackers, TikTok asks for screenshots from FDA’s FURLS system showing establishment registration and device listing, including the registered name, physical address, operation, and current record. An applicable Class II device also needs its 510(k) clearance letter or proof that it is exempt, with the product name or category matching the application.

For resellers, the current invoice window is 180 days. The invoice must match the selling account, identify the supplier and relevant products, show at least 400 units, and be in English or Chinese; retail-order confirmations do not qualify. Some nebulizers and hearing aids require product-level evidence, while some monitors and higher-risk devices are invite-only. Class III devices are prohibited under the current TikTok policy. Use TikTok Shop medical devices: 510(k) and FURLS documents and the current TikTok medical-device requirements.

Beauty, cosmetics, and medicated cosmetics

A beauty manufacturer, importer, or repacker may submit current FDA registration evidence through the routes TikTok accepts, plus label images. A business that qualifies for the MoCRA small-business exemption can use TikTok’s self-attested exemption document. That marketplace upload does not expand the exemption or turn it into an FDA certificate.

Resellers generally provide an invoice within 365 days and the relevant cosmetic label. A product marketed with drug claims may also need a Drug Facts label and can move into the OTC route. TikTok’s general qualification guide uses “Cosmetic Product Listing Number” as an upload example, while FDA’s own materials refer to cosmetic product listing and a product listing number. Use TikTok Shop cosmetics: MoCRA and product-listing documents and the TikTok Beauty and Personal Care requirements.

OTC medications

OTC medications are invite-only. TikTok may ask a manufacturer for NDC Directory screenshots or records that match the product. An NDC identifies a listed drug and package; it is not evidence that FDA approved the product.

A reseller needs all three parts of the current route: an invoice within 180 days showing at least 400 units and matching the selling account; a brand or manufacturer authorization letter or distribution agreement; and at least one qualifying approved-laboratory report within 180 days that matches the account and product. Retail arbitrage evidence is not accepted. Use TikTok Shop OTC and medicated cosmetics: NDC documents and the TikTok OTC Medications requirements.

Toys and baby products

For regulated children’s products, the laboratory report and the Children’s Product Certificate have different owners. A CPSC-accepted third-party laboratory provides the testing and results; the domestic manufacturer or importer issues the CPC based on passing results. The laboratory does not issue the CPC.

TikTok’s toy route asks manufacturers, importers, or repackers for a CPC and qualifying test report dated within 365 days, plus tracking-label photos where required. The reseller route uses the CPC, purchase invoice, and tracking-label photos and does not generally ask the reseller to commission a new laboratory report. Designated baby products can follow product-level controls. Electronic children’s toys may also need a Certificate of Conformity within two years and required electrical or FCC markings. Use TikTok Shop toys and baby products: CPC and test reports, the TikTok Toys and Hobby policy, the TikTok Baby and Maternity policy, and the CPSC CPC FAQ.

Run a matching check before you upload

  1. Open the exact application. Go to My Account → Account Settings → Qualification Center → Category Qualification → Add Category Authorization. Confirm the category and whether the request is category-level, product-level, or invite-only.
  2. Fix your role. Choose manufacturer, importer, repacker, brand owner, or reseller based on the actual supply chain. Do not borrow a document path from another role.
  3. Match the legal name and address. Compare the selling-account details with the invoice, regulator record, authorization letter, test report, and labels. Resolve abbreviations or address changes before upload.
  4. Match the product. Product name, model, category, brand, packaging, and test-report identifiers should point to the same item. A regulator record for the company is not enough when TikTok asks for product-level proof.
  5. Check the date and quantity. Apply the category-specific window. Where TikTok sets a 400-unit invoice threshold, make sure the document shows the combined quantity clearly.
  6. Check legibility and provenance. Upload complete, uncropped documents from the issuing source. Do not edit screenshots, manufacture a certificate, or submit a retail-order confirmation where TikTok asks for a supplier invoice.

Marketplace proof and regulator compliance are separate layers. FDA registration or listing does not equal approval. An EPA product number is not an establishment number. A CPC is issued by the responsible manufacturer or importer, not the lab. Even a valid regulator record does not guarantee TikTok qualification because TikTok separately controls eligibility, accepted evidence, and review.

How to correct and resubmit a rejected application

  1. Open the rejected category in Qualification Center. Read the rejection reason and the policy linked from the application.
  2. Classify the failure. Common causes are the wrong seller role, an expired document, a name or address mismatch, missing quantity, an incomplete product match, or the wrong document type.
  3. Replace the evidence, not just the filename. If the underlying invoice or test report does not meet the policy, renaming or re-exporting it will not fix the application.
  4. Resubmit the same category application. TikTok permits one active application per category, so use the rejected application rather than opening duplicates.
  5. Keep the submitted set together. Save the policy version, application date, files, and screenshots so you can identify what changed if the result differs later.

TikTok says most category applications are reviewed within six days, but review time can vary. Treat that as a platform estimate, not a deadline or guarantee. A category-qualification rejection is normally corrected in Qualification Center. If TikTok has issued a separate enforcement violation, use the violation’s appeal route instead of treating it as a document resubmission.

When paid help may be useful

You can prepare many marketplace documents directly with your manufacturer, supplier, laboratory, or the relevant government system. Paid help may be useful when the responsible party is unclear, a foreign facility needs an agent, a regulator account cannot be accessed, or multiple products must be matched across systems. The service provider cannot guarantee TikTok approval and should not sell a private document as a government certificate.

If the problem is an FDA registration or listing record, compare the scope of paid assistance with the direct government route in our editorial comparison of FDA registration services. Frequently asked questions

What documents do I need for TikTok Shop category qualification?

The answer depends on the category, qualification tier, and seller role. Common documents include supplier invoices, brand authorization, regulator registration or listing evidence, laboratory reports, labels, product photos, CPCs, and Certificates of Conformity. Use the specific policy linked from your application.

How recent must my invoice be?

TikTok’s general guide gives a past-12-month example, but category policies can be stricter. Supplements, medical devices, and OTC reseller routes use 180-day invoice controls; Beauty and many toy or baby routes use 365-day controls. The category policy controls.

Can I use a retail receipt or order confirmation?

Not where the category policy asks for a manufacturer or distributor invoice. Current supplement, medical-device, and OTC policies exclude retail order confirmations or retail invoices, and TikTok’s OTC route also rejects retail-arbitrage evidence.

Does an FDA registration number guarantee TikTok approval?

No. FDA registration or listing does not denote approval, and TikTok separately decides whether the seller is eligible and whether the submitted evidence meets its marketplace policy.

Who issues a Children’s Product Certificate?

The domestic manufacturer or importer issues the CPC based on passing test results from a CPSC-accepted third-party laboratory. The laboratory supplies the testing and results but does not issue the CPC.

How long does TikTok category qualification review take?

TikTok says most applications are reviewed within six days, while timing can vary with review volume. That is an attributed platform estimate, not a guarantee.

Should I appeal or resubmit?

For a rejected category application, correct the documents and resubmit through Qualification Center. Use an appeal when TikTok has issued a separate enforcement violation and the violation interface provides an appeal route.
