Packaging EPR Providers for Ireland

Ireland · Packaging EPR and PPWR · Reviewed August 25, 2026.

The short version

If you are comparing packaging EPR providers for Ireland, first separate the official scheme from the companies that help you use it. Repak is Ireland’s only existing approved packaging body. A consultant or software platform may handle enrolment, an Irish EPR authorised representative, data collection, reporting, or marketplace evidence, but it does not replace Repak or issue an official result independently.

Repak direct is the cleanest route when you can manage the application and packaging data yourself. Eldris publishes the clearest Ireland-specific done-for-you price. Lappa publishes useful reporting-software prices but excludes registration from those plans. ComplyMarket documents a stronger data and audit workflow for larger teams. EPReX is an Ireland-based authorised-representative and consultancy option, with scope and price confirmed by quote.

No option is “best overall.” Choose by the missing step in your compliance chain, then compare the full first-year and renewal cost in writing.

What Ireland actually requires

The EU Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40, generally applies from August 12, 2026. Article 44 requires producers to register in each Member State where they first make packaging or packaged products available, or where they unpack packaged products without being an end user. A simplified reporting rule for producers below 10 tonnes is not a registration exemption. Read the official PPWR text.

Ireland’s older packaging rules used a “major producer” test: annual turnover above €1 million and at least 10 tonnes of packaging placed on the Irish market. Since January 1, 2023, those major producers must use an approved body and can no longer self-comply through a local authority. That historic threshold should not be treated as a safe harbour from the newer PPWR registration rule. Review the Irish government explanation.

Repak’s live distance-seller application applies PPWR registration to businesses outside Ireland and not registered for Irish VAT that place packaged goods on the Irish consumer market. The Irish government renewed Repak’s approval through 2035. Check the Repak application · check the 2035 approval.

Authorised-representative rules are moving. PPWR currently contains country-specific EPR representative duties. A Commission proposal would suspend that duty for producers established elsewhere in the EU, but the legislative procedure was still ongoing on August 25, 2026. Do not price an Ireland service on the assumption that the proposal is already law. Check the official procedure status.

How to read the table: Provider service claims come from the provider’s own site. They show what to verify in a proposal; they do not prove government approval, successful registration, or marketplace acceptance.

Provider profiles

OFFICIAL IRISH PACKAGING SCHEME

Repak direct

Repak is not one commercial provider among several. It is Ireland’s only existing approved packaging body, licensed through 2035. Its application is therefore the reference route against which every consultant’s proposal should be checked.

Repak publishes 2026 regular-member fees by material and supply-chain role. For example, the published total per-tonne rates include €45.60 for recycled paper/cardboard, €23.14 for recycled glass, €169.70 for recycled rigid or flexible plastic, and €620.22 for non-recycled plastic. These are not complete company quotes: packaging mix, role, membership path, back fees, and other charges can change the total. Verify the rates in Repak’s fee sheet.

Best fit: businesses that can identify their producer role, calculate Irish packaging weights, maintain evidence, and operate the Repak account internally.

DONE-FOR-YOU · PUBLIC SERVICE PRICE

Eldris

Eldris’s Ireland page states that its packaging service handles Repak enrolment, appointment of an Irish authorised representative for non-EU sellers, placed-on-market declarations, scheme correspondence, and evidence formatted for Amazon.ie. It publishes an annual packaging service fee of £390. Verify the price and scope.

The price needs careful reading: Eldris says local scheme and authority fees are billed separately at cost. The useful comparison is therefore not £390 versus a Repak invoice. It is Eldris’s service fee plus Repak and other pass-through charges versus the internal time and representation cost of going direct. Review the exclusions.

Best fit: foreign or marketplace sellers that want one coordinator for enrolment, representation, reporting, and evidence.

MULTI-COUNTRY REPORTING SOFTWARE

Lappa

Lappa documents packaging-data collection, waste-volume tracking, report generation, submission workflows, and multi-jurisdiction management. Its public reporting tiers are €190, €220, and €620, with published setup fees from €150 and additional-report charges. Verify the current reporting plans.

The decisive footnote says the EPR reporting price does not include EPR registration. Lappa separately markets registration and EPR authorised-representative services, so an Ireland buyer should request a combined written quote that identifies the Repak path, Irish representative, scheme fees, reporting frequency, and renewal work.

Best fit: operators whose main pain is recurring data and reporting across Ireland and several other markets.

PACKAGING DATA · APPROVALS · AUDIT TRAIL

ComplyMarket

ComplyMarket has an Ireland-specific service page that describes Repak-ready onboarding, packaging data at SKU and component level, validation and approval steps, reporting outputs, and evidence linked to calculations and change history. That is a stronger operational fit than a registration-only service when several teams contribute product and supplier data.

The reviewed page does not publish a price. It also describes registration “support,” so the proposal should name the entity that becomes the Irish authorised representative, the party that signs and submits the Repak application, and the charges excluded from the service fee.

Best fit: larger catalogs, multiple legal entities, and teams that need a controlled audit trail rather than a one-time number.

IRELAND-BASED REPRESENTATION

EPReX

EPReX presents itself as an Ireland-based EPR authorised representative and consultancy for producers placing packaging, electronics, and batteries on the Irish market. Its site describes support from registration through reporting and Irish-authority communication.

The public page does not give a packaging price or a detailed packaging deliverables list. Before appointing it, ask for the legal entity accepting the mandate, Repak application responsibility, data and filing calendar, marketplace evidence output, liability limits, termination support, and renewal price.

Best fit: businesses prioritising an Irish contact and a tailored representation engagement.

Choose the route by the missing step

  1. You only need the official Irish scheme: start with Repak. Do not pay a third party until you know which part of the direct application you cannot complete.
  2. You are outside Ireland and need one managed chain: compare Eldris and EPReX on the exact Irish mandate, Repak enrolment, filings, correspondence, evidence, and exit terms.
  3. You already have registration but reporting is messy: compare Lappa and ComplyMarket on data imports, material mapping, approvals, submission responsibility, and corrections.
  4. You sell in several countries: ask for a country-by-country schedule. There is no single EU packaging registration, and the written scope should name Ireland explicitly.
  5. Amazon is asking for an ERN: first identify the exact Irish record Amazon expects. Our Amazon Ireland packaging EPR/ERN guide explains the evidence chain.

Do not buy a duplicate service. If a marketplace, distributor, fulfilment partner, or existing consultant already supplied a Repak number or certificate, verify the legal entity, Ireland scope, packaging stream, validity, and reporting responsibility before commissioning another registration.

How we compared the options

We started with Ireland’s official scheme and current EU and Irish rules, then reviewed each provider’s own Ireland, packaging, pricing, or authorised-representative pages. We credited only capabilities stated on those pages and recorded a public price only when the provider published one.

The criteria were set before comparing the options: Ireland packaging scope, official scheme path, registration and representation, reporting, marketplace evidence, public pricing, excluded charges, and clarity about limitations. Commercial service claims remain claims to verify in a proposal and contract.

Frequently asked questions

Is Repak the only packaging EPR scheme in Ireland?

Repak is Ireland’s only existing approved body for packaging. The Irish government approved it to operate through 2035. Consultants can help with Repak enrolment and reporting but do not replace the official scheme.

Do small distance sellers still need to register?

PPWR Article 44 creates a producer-registration rule in each relevant Member State. Its simplified reporting rule below 10 tonnes is not a registration exemption. Repak’s live application applies the PPWR registration route to businesses outside Ireland and not Irish-VAT registered that place packaged goods on the Irish consumer market. Check the live Repak application.

Which charges can be separate from a provider quote?

Service, representation, Repak, eco-contribution, back-fee, tax, and renewal amounts can be separate. Eldris, for example, publishes a £390 annual packaging service fee and says third-party scheme and authority fees are passed through separately. Verify the stated exclusions.

Does Lappa’s listed reporting plan include registration?

No. Lappa’s published tiers are for EPR reporting software, and its pricing page expressly says registration is excluded. Ireland registration and authorised-representative work require a separate scope and quote.

Can one registration cover all EU countries?

No. PPWR uses Member-State registration. A multi-country provider can coordinate several registrations, but the contract should identify each country, official scheme or register, representative, fee, and reporting calendar.

Does XrdaGrid have a commercial relationship with these organisations?

No. XrdaGrid has no recorded affiliate or referral relationship with the listed organisations as of August 25, 2026. The links are ordinary links to official provider and scheme websites.
