European Union · Cosmetics Regulation (EC) No 1223/2009 · Reviewed August 25, 2026.
The short version
If you are comparing EU cosmetics compliance services, do not compare a Responsible Person address with a complete market-entry package. A useful provider should state which parts it will actually perform: formula review, testing coordination, Cosmetic Product Safety Report (CPSR), Product Information File (PIF), label and claims review, EU Responsible Person appointment, Cosmetic Products Notification Portal (CPNP) notification, and post-market support.
Euverify publishes the clearest modular prices we found, but its base subscription, annual cosmetics add-on, and initial CPSR work are separate components. Obelis publishes a more traditional retainer-and-one-time-fee model and has a long multi-market history. Biorius is a strong shortlist option for cosmetics-specific scientific and international regulatory work. EcoMundo documents a broad portfolio-management and ongoing-monitoring service. CE.way is the most explicit about combining regulatory work with testing coordination and an in-house laboratory.
There is no “best overall” provider. Choose the best fit for the documents you already have, the markets you need, the number and complexity of formulas, and the post-market responsibility the contract actually accepts.

What a complete EU cosmetics service needs to cover
EU Regulation (EC) No 1223/2009 does not create one certificate that a consultant can sell. It creates a chain of product-specific duties. Article 4 requires an EU-established Responsible Person for each cosmetic product. For an imported product, the importer becomes the Responsible Person unless another EU-established person accepts that role in writing. The Responsible Person must ensure compliance with the applicable safety, manufacturing, assessment, file, notification, labelling, claims, and post-market obligations. Check the current consolidated Regulation.
Before placing a product on the market, Article 10 requires a safety assessment and a CPSR. The safety assessor responsible for Part B needs the qualifications specified by the Regulation. Article 11 requires a PIF and requires it to remain readily accessible at the address shown on the label for ten years after the last batch was placed on the market. Article 13 requires notification through CPNP, while Article 19 sets label particulars and leaves some language requirements to the Member State where the product reaches the end user.
The European Commission describes CPNP as a free-of-charge notification system. Paying a provider can cover data collection, review, submission, representation, and continuing work; it is not a government portal fee and it does not turn notification into approval. Read the Commission’s CPNP guidance.
Do not combine the EU and Great Britain by shorthand. EU products use an EU-established Responsible Person and CPNP. Great Britain uses a UK-established Responsible Person and the separate SCPN service. A provider may offer both, but the agreement and price should identify each region. Northern Ireland follows a separate route from Great Britain.

How to read the table: Provider capabilities are statements from each provider’s official site. They define what to verify in a proposal; they do not prove that a specific formula is safe, that a file is complete, or that an authority or marketplace will accept a submission.
Provider profiles
VISIBLE MODULAR PRICE · SMALLER PORTFOLIOS
Euverify
Euverify is the easiest option here to cost from public pages, but only if the components remain separate. Its current pricing page says the Starter subscription is £490 per year excluding VAT and covers either an EU or UK representative for the plan’s low-risk product-family allowance. Cosmetics are not included in that allowance at no extra cost: the page lists a separate £100 per cosmetic product per year add-on and says regulated-product pricing is confirmed after an initial verification review. Verify the plan and annual add-on.
The initial CPSR page then lists £250 for 1–9 ingredients, £370 for 10–29, and £465 for 30 or more ingredients, each excluding VAT. That page says PIF preparation, CPSR Parts A and B, label review, CPNP/SCPN notification, and document storage are included in the CPSR package. It also says a subscription is required. Do not treat the £490 base, £100 annual cosmetics add-on, and initial CPSR tier as interchangeable prices. Verify the CPSR tiers and inclusions.
Best fit: a smaller catalog that values published entry prices and a dashboard. Confirm before paying: the region selected, exact product count, variant treatment, lab tests, year-two cosmetovigilance, renewal, and the final reviewed total.
LONG-RUNNING EU RP · MULTI-MARKET SERVICE
Obelis
Obelis states that it provides EU and UK Responsible Person services, formulation and label review, PIF compilation, safety assessment, laboratory testing, CPNP/SCPN notification, post-market surveillance, cosmetovigilance, and authority support. Its group site identifies a Brussels entity and says the business was founded in 1988. That makes it a defensible shortlist option when a brand expects to add other markets or needs an established representative structure. Review the current cosmetics service.
The official 2025 cosmetics catalogue lists an EU RP retainer of €160 per month for unlimited products, a €640 refundable deposit, and one-time per-product figures of €230 for PIF review, €230 for CPNP registration, €270 for safety assessment, and €350 for stability, challenge, and compatibility laboratory tests. The catalogue says quotations are valid for 30 days. Treat these as a published benchmark, not a guaranteed August 2026 quote. Review the official catalogue.
Best fit: brands that want established representation and coordinated support in multiple territories. Confirm before paying: which one-time items each SKU needs, deposit return conditions, renewal, importer mandates, variants, and whether a CPSR is being authored or only reviewed.
COSMETICS-SPECIFIC REGULATORY + TOXICOLOGY TEAM
Biorius
Biorius’s official EU service material lists formula review, CPSR, PIF preparation, CPNP notification, label and claims review, and legal representation as the EU Responsible Person. It also describes separate UK work, including SCPN and a UK Responsible Person, and wider regulatory support for other regions. Its published EU contact is in Wavre, Belgium. Review the regional service scope.
The reviewed pages do not publish a complete price table. That makes Biorius a quote comparison rather than a price winner. Its useful differentiator is the cosmetics-specific combination of regulatory review and toxicology rather than a representative address alone.
Best fit: formulas or claims that need substantive scientific review, or brands planning more than one international cosmetics market. Confirm before paying: named deliverables, assessor qualifications, tests assumed available, number of review rounds, post-market coverage, response terms, and separate EU/UK fees.
PORTFOLIO MANAGEMENT · ONGOING MONITORING
EcoMundo
EcoMundo describes an EU/UK full-service sequence covering data collection, formula review, label and claims review, CPSR authoring, PIF completion, and CPNP/SCPN notification. Its separate Responsible Person page adds PIF maintenance, regulatory monitoring, composition control, GMP oversight, and cosmetovigilance support. EcoMundo also markets software for formulation, tests, regulatory monitoring, and document management. Review the full cosmetics service · review the RP scope.
No public price was found on the reviewed service pages. The buyer therefore needs a written split between initial per-product work and recurring representation or monitoring. Software access should also be identified separately from professional services.
Best fit: larger or changing portfolios where ongoing ingredient, label, file, and adverse-event processes matter as much as the first notification. Confirm before paying: included countries, user seats, file migrations, change monitoring, update fees, testing, support level, and exit access to the PIF.
IN-HOUSE LABORATORY · END-TO-END COORDINATION
CE.way
CE.way’s EU and UK cosmetics page lists product classification, formula review, PIF review and preparation, stability and compatibility tests, challenge tests, label and claims review, CPSR, CPNP/SCPN notification, and EU/UK Responsible Person services. It says services other than the Responsible Person role can be ordered individually or through packages and invites buyers to request a quote. Review the service packages.
The combination is useful when a safety assessor needs missing laboratory evidence rather than only a document reformat. The proposal still needs to identify which tests are actually necessary for the formula and packaging. A broad service menu does not mean every product needs every test.
Best fit: a product that needs coordinated testing and regulatory delivery. Confirm before paying: testing protocol, number of samples, subcontracted work, failure or retest charges, CPSR prerequisites, RP term, notification scope, and the boundary between EU and UK work.

| Cost component | What it should identify | Question for the provider |
|---|---|---|
| Responsible Person | Legal entity, EU address, mandate, products and countries | Is the price per company, brand, product, family, or year, and what happens on termination? |
| CPSR and PIF | Authoring versus review, assessor, formula and variant assumptions | Which inputs, tests, corrections, languages, and review rounds are included? |
| Testing | Stability, compatibility, microbiology, challenge, claim or SPF work | Which test is required for this product, who performs it, and are retests separate? |
| Label and claims | Artwork versions, Member State languages, claims evidence | Does the service review final artwork and translated text, or only provide a checklist? |
| CPNP notification | Submission party, product and variants, proof supplied | Is this a professional-service fee rather than a portal fee, and are later changes included? |
| Post-market support | PIF updates, ingredient monitoring, SUEs, authority contact, recalls | Which events are included in the annual fee and which trigger hourly or project charges? |
| Great Britain | Separate UK RP, SCPN, label and PIF work | Is GB included, optional, or excluded from the EU quote? |

How to choose without buying duplicate work
- Inventory what already exists. Collect the exact formula, raw-material documents, manufacturing method and GMP statement, test reports, safety evidence, packaging specifications, label artwork, claims support, and any current PIF or CPSR.
- Define the markets. Write “EU,” “Great Britain,” and any other territory as separate lines. Do not accept “Europe” as the only scope description.
- Identify the legal role. Confirm who becomes the EU Responsible Person for each product and whether an importer already occupies that role.
- Ask for a gap review before a full rebuild. If usable documents already exist, compare a review-and-correction scope with new authoring.
- Normalize the quote. Separate one-time product work, testing, annual representation, monitoring, variants, languages, taxes, third-party costs, and year-two charges.
- Read the exit clause. The agreement should explain notice, label changes, access to the PIF, transfer of portal records, post-termination cooperation, and any deposit conditions.
For a marketplace-specific document request, first identify the exact rejection or evidence prompt. XrdaGrid’s TikTok Shop EU cosmetics compliance guide separates the platform submission from the underlying regulatory work.
How we compared the providers
We set the criteria before reviewing providers: EU Responsible Person coverage, CPSR and PIF work, CPNP notification, formula and label review, testing coordination, post-market support, EU/GB separation, public pricing, exclusions, and clarity about renewal. We first checked the EU Regulation and European Commission guidance, then used only each provider’s own current service, pricing, or catalogue pages for commercial claims.
We did not score testimonials, unverified review counts, search placement, or affiliate availability. A provider received a use-case recommendation only where its published scope supported that distinction. Quote-only does not mean worse; it means the final comparison happens on a normalized written proposal.
Frequently asked questions
Do I need an EU Responsible Person for cosmetics?
Yes. Regulation (EC) No 1223/2009 requires an EU-established Responsible Person for every cosmetic product placed on the EU market. An importer may become the Responsible Person by default unless another EU-established person accepts the role in writing.
Is CPNP registration an EU approval?
No. CPNP is the European Commission’s free notification system. A provider can charge for reviewing and submitting product information, but the notification is not a safety certificate, licence, or government approval.
Are a CPSR and a PIF the same document?
No. The CPSR records the safety information and qualified assessor’s conclusion required by Article 10 and Annex I. The PIF is the wider product file required by Article 11 and includes the CPSR plus other product, manufacturing, claims, and testing information.
Does one EU cosmetics service also cover Great Britain?
Only if the contract says so. Great Britain requires a UK-established Responsible Person and notification through SCPN. EU representation and CPNP do not automatically cover Great Britain.
Why do provider prices differ so much?
The scopes may be different. A price can cover only representation, a file review, a new CPSR, a complete PIF, notification, testing, variants, annual monitoring, or several regions. Compare the same one-time and recurring components before choosing.
